Title: SNAP ELIGIBILITY DETERMINATION AND MANAGEMENT

Description:

Introduction:

This document constitutes a request for competitive, sealed proposals for the provision of a System Integrator to provide and implement a state-hosted technology solution for SNAP (Supplement Nutrition Assistance Program) eligibility determination and management that fully interfaces and/or integrates with the existing CĂșram Social Services platform used for MAGI (Modified Adjusted Gross Income) under MEDES I (Medicaid Eligibility Determination and Enrollment System).

2. SCOPE OF WORK

This section of the RFP includes requirements and provisions relating specifically to the solution, including implementation, required by the state. The contents of this section include mandatory requirements that will be required of the successful vendor and subsequent contractor. The vendors response, whether responding to a mandatory requirement or a desired attribute will be binding upon the vendor (contractor) in the event the proposal is accepted by the state.

IMPORTANT NOTE: The requirements stated herein in Section 2 are not the complete set of Scope of Work Requirements. Additional Scope of Work requirements exist in Exhibit B Workbook. Exhibit B Workbook includes those requirements from Section 2 Scope of Work as well as the additional Scope of Work Requirements within Exhibit B Workbook for which a specific response is requested.

General Requirements:

The solution should be an innovative, flexible, and interoperable solution for the design, development, and implementation of a human services program eligibility system. Solutions should be flexible enough to adapt to changing policies and business rules, interoperate with external systems, take advantage of modern technologies, utilize best practices, and provide a first-class user experience. Also see Exhibit B Workbook, Section GEN-10.

The contractor shall be responsible for gathering business requirements from state agency SNAP Subject Matter Experts (SMEs) to document the functional design for the solution which will be accepted by the State as described in the Scope of Work (SOW). The ITSD is the SME for State-owned technology systems. Also see Exhibit B Workbook, Section GEN-16.

The contractor shall be responsible for determining the technical design specifications and creating and maintaining documentation all pertinent details for state approval including, but not limited to, technical specifications and requirements including a Requirements Traceability Matrix (RTM), new and modified databases or tables, new and modified batch processes, data flow, user interface design, and screen mockups. Also see Exhibit B Workbook, Section GEN-27.

The contractor shall be responsible for analyzing and identifying any required changes to the existing code and processes of the MEDES system as related to the SNAP solution and applicable interfaces. Also see Exhibit B Workbook, Section GEN-17.

The contractor shall be responsible for providing the following as defined by the requirements throughout this RFP and in Exhibit B, Functional and Technical Requirements and Exhibit C, Method of Performance. Also see Exhibit B Workbook, Section GEN-23.

a. A complete software solution;
b. All services required for successful implementation of the solution;
c. All interfaces necessary between existing internal and external data systems;
d. Project management for the SNAP project;
e. Documenting all aspects of the SNAP system;
f. Providing train-the-trainer support for the State training unit;
