This includes working with the business experts to facilitate, gather, document and track project requirements and scope. The BA works at the highest level of most phases of information systems analysis while considering the business implications of the application of technology to the current and future environment. Duties include: develop technical standards and policies to meet the needs of the customers; ensure systems analysis procedures and practices are identified and implemented; provide leadership in the development of strategic plans; promote the utilization of technical services to resolve business problems; manage customer expectations; may lead re-engineering team and act as project manager. This position requires someone who can understand both the big picture and detailed requirements and act as the go to person for requirement explanation, questions and issue resolution. The Business Analyst should be able to understand how the requirements map to the technical solution and ensure scope and requirements of projects are met through the implementation. The purpose of this project is to assist the Commonwealth of Massachusetts with reporting, analytics and integration of information related to Transparency of state finances and spending. Major components of this effort include the following: ­ Data sourcing from multiple agencies, sub-recipients, and vendors involved with ARRA related programs ­ Staging, validation and transformation of data provided by the aforementioned organizations ­ Centralization and organization of data for optimized reporting, analytics, and overall transparency ­ Design, implementation, and management of public and internal facing web based reporting. ­ Implementation of processes and controls across the above components . Qualification: Experience Required: ­ At least 5+ years of IT experience. ­ At least 3 years of experience as a senior business analyst responsible for managing requirements of large complex projects. ­ At least 2 years experience as a business analyst involved in business intelligence and reporting / data focused applications. ­ At least 2 years experience as a business analyst implementing web based solutions for internet, extranet, and intranet applications. ­ Knowledge of business process analysis and/or re-engineering using various methodologies such as RUP and agile methodologies ­ Strong analytical and problem-solving skills ­ Ability to translate complex business needs into use case models ­ Familiarity with reporting and ETL tools a plus ­ Working knowledge of financial processes and basic data reconciliation. ­ Must have excellent human relations, communications and analysis skills, planning and organizational proficiency and good business judgment. ­ Must be familiar with IT business practices and be able to interface and integrate with IT and Agency functional areas. ­ Ability to work both independently and collaboratively ­ Ability to perform related duties, as required.
