The project will build a centralized, timely and effective data collection conduit to deliver federal mental health adjudication and commitment data to NICS. The incumbent will be responsible for the interface that will need to be developed, tested and implemented to support the transmission of records to the Federal NICS and processing of responses from NICS. The processing will be developed in IBM Message Broker in an IBM WebSphere Application Server environment and includes using common services to decrypt the incoming message; storing the message identification information in an Oracle database; utilizing MQ Series for the message delivery to NICS; matching the response message to the database stored information; using the common services to encrypt the response; and delivering the response to the contributing agency. Additionally, it will be necessary to programmatically store messages during a communication outage and devise a mechanism to send the stored messages when communication resumes. The successful candidate should have good experience in developing with IBM Message Broker (including database updating). Experience with IBM WebSphere Application Server is a plus.
