Description:

1. PURPOSE
This Statement of Work (SOW) is made and entered by and between Washington Health Benefit Exchange (WAHBE), and TBD (Contractor). Contractor shall coordinate the IT activities necessary to successfully implement the new CRM and chat functionality at WAHBEs Call Center. Contractor is responsible to successfully coordinate WAHBE implementation activities in conjunction with WAHBEs Call Center Vendor, Faneuil, Inc.

a. Minimum Qualifications and Experience
• Bachelors degree in Computer Science, Business, or Engineering or equivalent work experience required.
• 5+ years of IT and business experience in project management, primarily in the development, implementation and maintenance of systems in large organizations. Thorough understanding of the software development life cycle and its phases.
• Previous demonstrable experience leading project management process development.
• Previous technical project management experience in high-technology environment.
• Exceptional influencing skills and demonstrable suite of communication expertise.
• The ability to demonstrate WAHBE values; emphasis on big challenges, communications, drive for results, dealing with ambiguity, planning and coordinating as well as an underlying passion for technology and our customers.
• Ability to effectively engage with key stakeholders at executive management level & effectively scale communication style for executive audiences.
• Strong analytical/problem solving ability.
• Experience with troubleshooting and root cause analysis.
• Ability to work independently within a results-driven, highly ambiguous and dynamic environment.
• Ability to anticipate and react to frequently changing business climate, deliver results to continual deadline constraints.
• Strong experience managing external relationships with vendors in a highly outsourced model.
• Proficient in Microsoft Excel, Word, PowerPoint, Project and Visio.

b. Additional Preferred Qualifications and Experience
• Project Management certificate (PMP) from the Project Management Institute (PMI)
• Call center IT tools experience
• Customer relationship management (CRM)
• Integrated voice response (IVR)
• Chat
• Call center implementation experience
• Prior health insurance industry exposure; specific experience with successful large-scale program management within a cross functional environment.
• Affordable Care Act (ACA)
• Health Insurance Portability and Accountability Act (HIPPA)
• Personal Identifiable Information (PII)
• Federal Tax Information (FTI)

c. Duties, Tasks, and Responsibilities
• Assist and coordinate transition of new technology and tools to be implemented by WAHBEs call center vendor, Deloitte and WAHBE staff.
• Work with the Call Center project management professional to monitor project schedule, track milestones and deliverables.
• Provide both verbal and written communications regarding project status, risks, and issues.
• Make recommendations on project decisions to the Associate Director and Project Sponsors.
• Escalate business, technology or compliance risks and road blocks to the Risk Management Officer (RMO), Associate Director and Project Sponsors.
• Provide project and change management expertise by partnering with management in the definition, planning and execution of specific change strategies.
• Implement practices, resources, and controls to ensure the successful management and reporting of the project.
• Serve as the WAHBE IT liaison with the Call Center, project management office and attend project status meetings and provide daily/weekly s
