(PDT)] [Note : Start Date : 2/6/12 End Date : 1/31/13] Description : The Washington State Department of Transportation (WSDOT), Office of Information Technology (OIT) requires one (1) highly experienced professional Information Technology (IT) Project Manager to manage a software application development and implementation project as assigned by the WSDOT Planning and Implementation Manager. This project is the development, integration and implementation of an on-line reservation system. This position will serve as an IT project manager within WSDOT having specialized knowledge, experience and expertise in IT software development project management methodologies and best practices. Roles/Responsibilities : * Day to day Interaction with senior and midlevel managers of WSDOT business units, project stakeholders and consultants. * Excellent written communication skills will be essential for documentation of the project, as well as in communicating various issues and meeting the customers expectations. * Excellent verbal communications skills and clear, logical thought processes are essential to effectively lead a diverse team of IT professionals. * Working with the business stakeholders, fulfill the business needs with the systems development and implementation effort. * Using business requirements, leading the team in the definition and documentation of system functional specifications. * Coordinating system requirements documentation. * Organizing and coordinating the participation of user groups and other project support staff. * Establishing user interest, support and acceptance for the project. * Soliciting the involvement of the stakeholders and other users in the creation and review of project deliverables. * Creating the required project documentation as specified by the Office of Information Technology. * Creating and maintaining the project work breakdown structure, requirements matrix and stakeholder matrixes. * Creating and maintaining project issues log, risk log, and develops risk mitigation strategies. * Creating and maintaining detailed project work plans using the standard IT project management tools. * Creating and maintaining project resource plans, schedules and budgets. * Creating and maintaining project change control and issues resolution processes and logs. * Documenting and evangelizing any changes to the project scope, schedule or budget. * Maintaining open channels of communication between project teams and management. Required Skills : * Expert level of experience, (minimum of 15 years), in Project Management, specifically in Information Technology Project Management of large-scale software application development and implementation projects. * Expert level, (minimum of 10 years), of direct personal experience in creating and maintaining IT project deliverable documentation, to include: work breakdown structures, requirements matrixes, project plans, test plans, project schedules and budget analysis. * Expert level of experience, (minimum 10 years), in estimating software development project task durations, costs and levels of effort. * Expert level of experience, (minimum 5 years), in managing eCommerce software application development projects. * Expert knowledge, (minimum 15 years), of the Software Development Lifecycle. * Certified PgMP or PMP * Web-based application development * E-Commerce systems * .NET application development * Integration of disparate information systems Desired Skills : * Knowledge of WA State Information Services Board IT NM17WR standards, policies and guidelines. * Knowledge of C# and .Net development platforms. * Knowledge of database architecture * Knowledge of Service Oriented Architectures   Call 502-379-4456 Ext 100 for more details.
