These agencies are on different platforms, networks, and infrastructure and must be brought together quickly and sensibly. A Technical Project Manager will be needed to work with the technical teams from both agencies to bring these platforms and technologies together. There will be multiple medium to large, complex, cross division projects involving internal IT development as well as Vendor engagements to deliver on the Public Health strategy within the department of Health and Human Services. The initiatives include; multiple technology initiatives to merge the Department of Human Services (DHS) and the Iowa Department of Public Health (IDPH) into the department of Health and Human Services (HHS); Infrastructure and Data Modernization; support of many other programs building capabilities to protect the health of Iowans. The Iowa Department of Public Health has many projects in flight or in the RFI/RFP stages. A few examples follow: 1. Implementation of Syndromic Surveillance program with CyncHealth our HIE. 2. Building of a new Disease Surveillance System in our AWS cloud infrastructure. 3. Collaborate with the Department of Human Services as we work to align functional programs and become one Department of Health and Human Services. 4. Upgrade of our AMANDA licensing system. 5. Evaluation of responses to an RFI for a new health statistics / vital records system. 6. Planning for an RFP for a new Immunization Information System. 7. Many Data Modernization initiatives that complement each of these projects. 8. Alignment related projects Technology Project Manager Job Responsibilities: • Works with technology experts to facilitate technology decisions to best position the new HHS for the future. • Works with technology experts to determine technology interdependencies and create a delivery plan to account for those interdependencies. • Works with key stakeholders to understand the business needs, and creates a project management plan that aligns with the projects objectives • Oversees project plans that span multiple divisions within the department. • Creates project plans, project charters and project schedules • Maintains project objectives • Identifies and resolves issues and risks • Reports on project progress, offers viable solutions and opportunities as they arise • Implements change practices • Manages resources to make sure schedule is on track • Facilitates Requests for Information and Requests for Proposal • Engages in contract negotiation with vendors and development of applicable statements of work. • Holds Vendors accountable for delivery • Lead meetings and set expectations for project team • Maintain budget • Reporting on projects and portfolios Project Manager Qualifications/Skills: • Strong technology skills specifically within infrastructure and networking. • Able to exercise independent judgment and take action on it. • Knowledge of agile and lean approaches such as Scrum and Kanban. • Proven leadership skills. • Expertise in conflict resolution. • Strong negotiation skills. • Analytical and strong organizational skills. • Excellent listening, interpersonal, written, and oral communication skills. • Proficiency with project management software and related tools including but not limited to MS Project, JIRA, WorkOtter, MS Excel, etc. • Strong technical backgro   Call 502-379-4456 Ext 100 for more details.
