IDOC will seek a Commercial Off The Shelf (COTS) system through a Request for Proposal (RFP) process to find an experienced and qualified vendor who will be contracted to implement their solution. In order to prepare for this long-term project and implementation, IDOC needs to analyze and document current business practices and system interactions to elicit requirements that will be the basis for the RFP and system configuration activities during implementation. IDOC seeks an IT-centric experienced Project Manager 3 to analyze and document business processes, elicit system requirements, assist in creation, evaluation support and award of an RFP, conduct a gap analysis between the awarded system and current systems, and Project Manage aspects of the OMS implementation as assigned. The Project Manager 3 will assist the OMS Program Manager to drive and manage the project from pre-RFP through deployment and stabilization. The OMS platform is a mission critical software solution and serves as the tool by which the IDOC manages and tracks all aspects of our offender population including but not limited to demographics, education and training, housing and classification, alerts and threats, mental health, sentence calculations, court orders, photos, scars/marks/tattoos, property, and all other data and information related to an individual under the care, custody and control of the IDOC. The OMS is the engine through which the agency is able to access and manage data for reporting, trending and forecasting. The selected Project Manager 3 would work directly with all areas of the IDOC from end-users to Executive Management. The Project Manager 3 needs to be available to start work immediately upon award of contract, and IDOC reserves the right to interview candidates before awarding a contract. Contract staff must also work on-site at IDOC. All contracted staff are required to have an IDOC background check and fingerprinting. IT Contract staff must follow the IT timesheet requirements. Work is to be completed on-site at various IDOC sites during normal business hours Monday-Friday. Specific Skills Required Project Manager 3 1. Six plus years of relevant experience in Project Management roles in IT system implementations a. Project Management Professional (PMP) certification in good standing through the Project Management Institute b. Demonstrated completion of large-scale, complex enterprise computer software system implementations with one or more state agencies c. Demonstrated skill and experience in project management using agile methodologies 2. Must display skill and experience in working with customers to understand business processes, developing successful performance metrics, and performing workflow design and process improvement 3. Experience working within an agile methodology framework/environment is necessary a. Proven experience generating iterative work plans and visual metrics is necessary b. Agile certification is a plus c. Experience in Scaled Agile Framework (SAFe) planning and execution is a plus d. Experience in multiple agile roles is a plus e. Business process analysis related to IT systems, BABOK guidelines, experience in large scale state systems and Certification a plus. 4.
