A.INTRODUCTION AND BACKGROUND.

eXPRS Application Functionality Enhancement

The eXPRS application currently contains authorization and payment functionality to support all services provided by Authorized Agencys Developmental Disabilities Program previously supported by MMIS, CPMS and R-Base payment systems.

Some of Authorized Agencys Developmental Disabilities Programs services are currently paid monthly through the eXPRS application, the Authorized Agencys web-based payment system. As the Authorized Agency transitions to a Plan of Care methodology, Developmental Disabilities services will be paid on a Fee for Service basis. The eXPRS system has a solid architecture in place to support Plan of Care functionality and to integrate additional interfaces with DHS mainframe systems.

B.PROJECT DESCRIPTION, OBJECTIVES AND OVERVIEW OF SERVICES. Authorized Agency is contracting with Contractor for ITPS in connection with the following project (the “Project”):

Any subcontractor selected for subcontracted work under WOC #20019 must have extensive knowledge and programming capability in application development using the J2EE platform with Websphere. Additionally, knowledge of authorized agencys developmentally disabled provider payment systems is highly desirable.

The implementation of Plan of Care requires that the functionality to consolidate all Providers and associated data within the eXPRS application be completed, and that interfaces to the mainframe Rate and Garnishment systems be developed. The majority of the Provider consolidation work has been completed as of December 2011; however, eXPRS Provider Enrollment/maintenance functionality needs to be updated to bring these processes up to Affordable Care Act compliance and to accommodate the remaining SPD Providers, which include PSW, HCW and Foster Care Providers so that they can be managed via the eXPRS application.

In addition, the completion of Plan of Care functionality in the eXPRS application depends on the Rate Consolidation work that is part of this WOC, including the capture of the Client Assessment results from SIS, and the Tier and Level determination results from HSRI, into the eXPRS application. The Client Assessment results will then be utilized to determine if Providers have previous authorization for reimbursable claims. That process is known as “Prior Authorization.” Furthermore, PSWs will be paid through the CEP mainframe system so that the payment information is made available to the Home Care Commission Registry to satisfy the legislative requirements of HB3618.

To accomplish these goals, additional development is needed to facilitate the use of Plan Of Care functionality for PSW service authorization, transmitting payment requests to the mainframe CEP system and receiving the payment process result from CEP.

Lastly, as these changes are implemented, upgrades of outdated frameworks and simplification of architectural layers to eliminate complexity and standardization of java packages are necessary to keep the system sound and maintainable.

Affordable Care Act: means the Patient Protection and Affordable Care Act (PPACA; Public Law 111–148) consolidating the amendments made by title X of the Act and the Health Care and Education Reconciliation Act of 2010 (HCERA; Public Law 111–152).

c=: means the maximum number of days Contractor has committed to finalize work on the particular activity set out in Section F and J.

Case Management: means case management including a variety of case coordination, service authorization and service oversight activity delivered by qualified professionals from either Community D
