Job Description Tester: Test Plan, .Net, J2EE, Testing Tools

[Note : Proposal Due Date : 2/21/2012 – 5 pm PST]

[Note : L&I anticipates that it will spend approximately $30,000 for all work required to complete all deliverables]

Purpose :

Client is currently seeking one vendor to provide one expert IT Quality Assurance and Testing resource with Expert level experience in Purchased Technical Services Category 11 (920-98-11). This vendor will verify that the new retro system calculates incurred losses in accordance with the actuary processes provided by L&I. This is approximately 300 lines of COBOL code that is used by a few retro processes. In addition, the vendor will verify that the new retro system calculates retro premiums in accordance with the processes provided by L&I. This is approximately 500 lines of COBOL code that is used by a retro processes.

Required Technical Experience:

Skills and experience in this category include the following:
? Full understanding of testing processes & procedures and willingness to work within the Purchasers configuration management process.
? Development of artifacts used in testing /evaluation of information systems and tool sets used to validate full functionality of the system as well as interoperability with databases and both horizontal and vertical integration with other interfaced systems in accordance with ISO or industry standard best practices.
? Artifacts generated and used by vendors should include but are not limited to Standard Software Test Plans (STP), Standard Software Test Descriptions (STD) and Standard Software Test Reports (STR).
? Conduct of Load, Functional/ Regression and Conformance testing of information systems built around mainframe or Microsoft .NET, J2EE or other mainstream product lines.
? Using testing tools, in a Microsoft, Java based, or mixed N-Tier environment (Client Server /Web).
? Using testing tools in a mainframe environment (e.g. Wasatch).

Desirable Technical Experience:

Experience in the Insurance Industry, particularly in the areas of incurred loss and premium determination.
L&I prefers that the Vendor possess substantial corporate knowledge in all of these fields as evidenced by previous contracts or projects, published reports, and their skills and experience. The Vendors proposal must demonstrate strong executive sponsorship from their organization to ensure their leaders are committed to successful execution of this work
