The RFP process will select a preferred vendor who will be expected to analyze the requirements in the document so that they are fully detailed and have been approved by the Mn/DOT stakeholders. CRIS II will be an extensive modification and enhancement of the CRIS I application currently being used by MnDOTs Cultural Resources Unit (CRU). This document serves as the core of the Statement of Work. It is an important communication link between the MnDOT project team – including business stakeholders and IT staff – and one or more software vendors who will work on contract to deliver CRIS II. Business Objectives: • Add GIS capabilities to CRIS to increase data quality and decrease the effort needed to maintain data. • Expand and modify CRISs role-based access scheme to allow users external to MnDOT and outside of MnDOTs firewalls to use CRIS. • Modify the CRIS database so that it will serve as a central inventory of historic properties and archaeological sites that will be accessible to non-MnDOT users such as staff of the State Historical Preservation Office (SHPO) and the Office of the State Archaeologist (OSA). Required Skills: * Use of Oracle for relation and geospatial database management system * Use C# (MS Visual Studio) as a GIS application development language. * Use ArcSDE with SDE or SDE Geometry (Direct Connects Used) as GIS database middleware * Use of ESRIs ArcSDE, ESRIs ArcObjects, and .NET for GIS object/relational mapping * Use of JavaScript – DOJO and JQuery and Python as per ESRI ArcGIS as a GIS scripting language * Java Enterprise Edition for application architecture * Java (SDK 1.5x) as an application development language * Java Script or Perl as a scripting language * Using JSF, JSP, JSTL, HTML, and CSS for the presentation layer * Using JSF (Apache MyFaces) as a controller framework * Using Tomcat embedded in JBoss 4 as a servlet application server * Using JBoss Application Server as an EJB application server * Using Ant & Maven2 as a build/deploy/dependency tool * Using Eclipse IDE and Netbeans IDE as an integrated development environment and primary programming tool * Using HIBERNATE for object relational mapping Desired Skills : * Project Management Professional (PMP) Certification from Project Management Institute (PMI) * Testing methods and developing test cases * Use of CVS Configuration Management System for the code version-control system and repository * Use of Log4J as a logging tool * Use of Eclipse IDS or TortoiseCVS as CVS interface tools * Use of JIRA defect tracking software * Experience using Spring as a controller framework * Use of PMD Java code review tool * Use of Aspose for document templating and merging * Unified Modeling Language (UML) skills * Design and preparation of electronic and print documentation including editing and proofreading skills * Planning and facilitation of meetings, reviews, requirements analysis sessions, etc. * Requirements management including the eliciation, documentation, analysis, verification, and tracking of business and software requirements * Design and implementation of user-friendly interfaces. * Form and Report Prototyping * Object Oriented Analysis and Design Techniques.
