Complete Description : The Communicable Disease Reporting and Surveillance System (CDRSS) is a web-enabled system for reporting and managing information on communicable diseases that are reportable to the state by local public health and health care partners as per NJAC 8:57. The system provides real-time reporting and investigating of communicable diseases, 24 hours per day, 7 days per week. CDRSS is the primary tool for CDS, local health and hospital staff regularly monitor data to identify potential outbreaks and to record information related to routine communicable disease investigations. IT IS USED FOR H1N1 Flu reporting for the State of NJ. In August 2008, the Healthcare Information and Management Systems Society (HIMSS) awarded CDRSS the Nicholas E. Davies Public Health Award of Excellence. The Nicholas E. Davies Award of Excellence for Public Health is awarded to a state, local or tribal public health program that has improved the health of communities through health information management. The ELR system is used to recieve and send electronic laboratory reports in HL7 or XML format for commercial labs, hospitals, the State lab and intrastate reporting with NY state. ELR consists of receiving, parsing, processing, validating, routing and sending lab reports. Responsibilities : • Project Management experience with multiple, complex web applications. • Understand government business process and operations, including familiarity with HIPPA and NJAC regulations. • Prior knowledge of health-related data concerns in order to oversee the transition of business processes into technical requirements. • Excellent communication and presentation skills to review, analyze, and evaluate business systems and user needs by facilitating brainstorming sessions with health professionals. • Experience with electronic data interchange industry standard formats including Health Level Seven (HL7). • Design and manage enterprise architecture to expand and incorporate electronic laboratory reporting (ELR) to include other program areas in the department such as the lead registry, cancer epidemiology, newborn screening, as per health industry standards. • Design and manage the personnel responsible for the additional file formats for ELR from commercial and hospital laboratories to fulfill the revised NJAC 8:57 reporting regulations by creating custom XML and other health industry standard formats. • Experience with architecting and implementing J2EE and enterprise GIS solutions. • Experience with evaluating and recommending commercial interface engines and applications as often recommended by federal funding agencies. • Provide technical information and documentation to include in presentations and discussions for national and international health conferences • Ability to prioritize work commitments by establishing deadlines, assigning responsibilities, and monitoring progress of team members. • Proficient in one or more project management tools. Project management certification a plus. • Anticipate, identify, track and resolve issues and risks affecting own work and work of the project team. Develop contingency plans as necessary. • Manage requirement gathering and change management process. • Experience implementing UML using Rational solution. • Execution of all responsibilities with little direct supervision. • Manage two diverse enterprise applications and personnel. • Proactive monitoring of accomplishments against project plans to ensure developers are on track and on   Call 502-379-4456 Ext 100 for more details.
