Description :

This is a remote position and candidates are welcome anywhere in the US. Equipment will be provided, and VPN access and collaboration tools will be made available.

NCDHHS is seeking an Advanced Planning Compliance Specialist (APCS) with executive-level communications experience to join the Certification and Compliance Unit and support the documentation development and financial analysis to ensure compliance with conditions of enhanced federal funding of the Medicaid Enterprise Systems. The APCS will report directly to the Systems Certification Manager and will serve as the lead in supporting multiple project teams to maintain the APD and other compliance documentation required for planning, implementation, and operations activities for complex IT systems in support of the Medicaid Enterprise System.

The Advanced Planning Compliance Specialist (APCS) will have a combination of project management, communications, financial analysis, and technical writing skills. The APCS will lead the assessment and analysis of program activities forecasted, completed and to be reported within Advanced Planning Documentation (APD). This role is the source to produce the Advance Planning Documents and ties together all associated areas including business and technical architecture, project management, product management, finance, and contracting, to produce and report on IT project compliance. The APCS will engage directly with the APD Development Team in the budgetary forecasting, and financial reporting and cost allocation processes to define and report on required program cost details.
The primary role and responsibility of the Advanced Planning Compliance Specialist (APCS) is to work with the Business Leads, Project Teams, functional/matrix managers, vendors, contracting, budget offices, and other stakeholders to develop Advanced Planning Documents (APDs) required by Centers of Medicaid/Medicare Services (CMS). This documentation involves drafting the business and technology narratives required to articulate the status of activities for all projects in various phases throughout the planning, implementation, and operations phases of their lifecycle and are directly related to CMS outcomes, state specific goals, and project requirements. The role must be able to take complex concepts and convert them into easily understood written documentation such that the content ensures successful system certification and compliance consistent with Program Management guidelines/processes and CMS expectations

Essential Responsibilities:
• Serves as the primary author responsible for the overall development, review, and completion of Advanced Planning Documents (APDs), and requests for additional information responses
• Compile information, conduct research and assemble all applicable data necessary to develop solid, viable, meaningful compliance documentation
• Interfaces with project teams and technical support personnel to clearly articulate current state activities and translate the information provided into concise updates.
• Provides education to project team members and stakeholders on compliance processes, including outcome statements and outcomes and metric development
• Maintains awareness of CMS policy updates, organization, and communications as applicable
• Participates in RFP development processes as appropriate and monitors associated progress
• Actively engages with project managers to remain in sync with scheduled activities and deliverables required within the updates.
