The individual must possess and be able to demonstrate superior supervision and communication skills. Services include: • Coordinate a segment of UAT test execution utilizing testers distributed across multiple locations within the State of North Dakota • Plan and manage communication utilizing open channels available to each location; Meet regularly with the testing staff to gather and distribute information and to facilitate sharing of information across the team; Facilitate meetings to gather feedback on strengths and weaknesses of the testing processes for continual process improvement; • Provide training and mentoring to the test team • Oversee the test case management and defect management process (identification, fixing, re-testing and migration of defects) is functioning correctly and enact changes for continual process improvement; Manage defects utilizing a defect management process and defect tracking tool; Manage test cases utilizing a test case management process and test case tracking tool; • Represent the test team in project meetings including sponsor, advisory, and status meetings and including facilitation of daily status reviews for test case execution and defect resolution • Provide input to the UAT Project Manager on status reports • Work with the UAT Project Manager on change control, issue, and risk management Skills and experience requirements: • Current experience in testing business requirements related to Human Services public sector service delivery for single or multiple related entities • Current experience in leading a distributed test team in preparation and execution of UAT on a large scale system with a test team size over 30 individuals • Superior group facilitation and relationship management skills, must be able to work effectively with individuals at all levels of the organization • Experience in on-boarding and mentoring remote testing staff • Strong understanding of test case management processes during the project life cycle • Strong understanding of defect management processes during the project life cycle • Good time management skills with an understanding of project management concepts • Ability to work independently with minimal supervision • Strong analytical, problem solving, and organizational skills • Able to communicate information to non-technical and technical users • Superior written communication and presentation delivery • Strong interpersonal and communication skills with written and verbal English language proficiency In addition, preference may be given to individuals with the following experience: • Experience related to Human Services business areas: Medicaid Eligibility; Temporary Assistance to Needy Families (TANF); Supplemental Nutrition Assistance Program (SNAP); Low Income Heating and Energy Assistance Program (LIHEAP); Child Care Assistance • Experience with JAMA for test case management • Experience with JIRA for defect management The anticipated time frame for this work order is February 2018 through July 2018. Depending on individual performance, project workload and funding, extensions of this time frame are possible. Both ITD and the vendor have the option to terminate work for a given individual.
