In an effort to expand the communication tools, the AQD is seeking an IT Service Contractor to design, develop, and deliver an Air Quality Mobile App (AQMA) for mobile devices. This Application will provide the citizens of Idaho with access to current air quality information and forecasts, burn restriction information, contact information to ICLIENTs six regional offices, and access to additional material, all based on the devices location or the defaulted location set by the user. The IT Services Contractor must work with ICLIENT Information Services (IS) and/or Idaho Office of Information Technology Services (ITS) staff to ensure functionality and compatibility of the application and components. The AQMA will need to follow all state of Idaho and ICLIENT design and branding guidelines. The AQMA will need to interface between public accessible application elements, internal functions, and third party (EPA AirNow) applications. The IT Services Contractor will be provided access to the API managed by ICLIENT and assisted in gaining access to the databases managed outside of ICLIENT. Mockup screens (in Balsamiq) and reference documents are included with this PSO to assist responding contractors in developing a proposal for a comprehensive solution for this project. Contractors will be given access to these mockups prior to the proposal deadline. Access to data/schema will be provided to the selected IT Services Contractor. The business rules document is attached to this PSO to support proposal development. Agency Expected Deliverables The successful IT Services Contractors work on the AQMA shall incorporate the following: Process Requirements: Contractor must coordinate with AQD and ICLIENTs IS and/or ITS personnel to: • Understand the design and workflow of the AQMA; design mock ups and business rules are provided by ICLIENT to assist with this understanding. • Complete design and development of the AQMA, based on the template provided in mockups for both major mobile device operating systems (Android and iOS). • Provide for and facilitate Acceptance Testing of the AQMA. • Successful deployment (by contractor) in cooperation with ICLIENT of the AQMA to the mobile application production stores for both major mobile device operating systems (Android and iOS). • Provide maintenance and public product support for bugs and enhancement requests from the public and ICLIENT of the AQMA for no less than 18 months from the date of successful deployment. • Develop a process to accept, track, evaluate, and address bugs and enhancement requests from the public and ICLIENT. • Assist ICLIENT in obtaining and configuring an ICLIENT development account for both major mobile operating systems (Android and iOS). Technical Requirements: The AQMA shall be developed so that it can be used for both Android and iOS mobile operating systems. The AQMA shall conform to the state of Idaho and ICLIENTs design and branding guidelines.
