Submission Deadline: 3/29/2021 2:00 PM CDT Start Date: 5/22/2021 End Date: 5/21/2022 Client: DHS Description: MNChoices is a computer application that supports lead agency staff who work with people needing long term services and supports. MNChoices is a critical component of the broader transformational efforts to improve service access and quality for Minnesotans receiving long-term care services. DHS entered into a contract with FEI Systems in Aug. 2020 to build the revised MNChoices application. The training schedule for the implementation of this system includes: • Revision of existing training materials to meet new training needs for MNChoices end users. • Revision and redevelopment training materials provided by FEI Systems to be updated and posted to our web platforms and learning management systems (MNChoices CountyLink and TrainLink). • Transfer of training content, materials and project files created by FEI Systems in an editable format to ensure DHS staff will be able modify and edit content in the future. • Creation of new content to support the MNChoices end users. The e-learning contractor will support the MNChoices team in: • Making revisions to existing MNChoices e-learning content to reflect the changes created by the application • Supporting the successful launch of the revised MNChoices application by developing quality e-learning training content and loading it to TrainLink. • Ensuring training content meets State of Minnesota and DHS accessibility standards. • Moving all FEI training content, materials and developing training that meet DHS standards using standard authoring tools (Captivate and Storyline). • Collaborating with the MNChoices team to create additional e-learning content needed to support MNChoices application users. • Monitor and resolve technical and user-related issues as it relates to assessor certification data stored within the TrainLink. • Attend meetings either in person or virtually as needed. Minimum Qualifications • 4 years experience using the ADDIE instructional design model to design training strategies and solutions. • 4 years experience developing eLearning training modules delivered on a learning management system (LMS) using the Shareable Content Object Reference Model (SCORM) framework. • 4 years experience developing web-based training modules that meet ADA, Section 508 and W3C (WCAG) requirements. • 3 years experience designing and developing training related to online human service/planning systems. Desired Skills • Proven experience as an eLearning developer or equivalent role • Ability to program in languages such as HTML, CSS, Java (J2EE), XML, Python etc. • Experience using Articulate Storyline 360 eLearning authoring tool • Experience using Adobe Creative Cloud applications for multimedia development • Detail-oriented and excellent organizational skills • Demonstrable ability to discover, assess and fix coding errors within training products • Strong communication skills • Ability to work independently and in team settings • 3 years experience using Pathlore   Call 502-379-4456 Ext 100 for more details.
