Can act in a lead capacity on complex projects, or can work independently or on a team as a high level technical specialist. • Must have a minimum of five (5) years experience in electronic data processing systems study, design, and programming; at least three (3) years of said experience shall have included responsibility on a project basis for analyzing operational methods and developing computer programs to meet desired results, at least two (2) years of said experience must have been at a high level both technically and in measure of responsibility. • Must have knowledge of electronic computer programming; electronic data processing equipment and its capabilities; principles and techniques of studying work processes for new or revised electronic computer applications; principles of designing methods of processing data; technical report writing; statistical methods. • Must have the ability to write complex programs and develop detailed program specifications; analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions. • Must have the ability to apply creative thinking in the design and development of methods of processing data. • Must have a minimum of seven (7) years experience developing, maintaining and enhancing complex and innovative programs using Java (J2EE), JSP/Servlets, JavaScript • Must have a minimum of seven (7) years experience developing, maintaining and enhancing complex and innovative programs using XML • Must have a minimum of seven (7) years experience developing, maintaining and enhancing complex and innovative programs using CSS and HTML • Must have a minimum of five (5) years experience with Oracle 11g, PL/SQL • Must have a minimum of five (5) years experience Clear Case; Clear Quest • Must have a minimum of five (5) years experience facilitating JADs and conducting design and code peer reviews • Must have a minimum of three (3) years experience writing JUnits • Must have a minimum of three (3) years experience Eclipse IDE • Knowledge and experience using Spring with MVC Framework, Spring Web Services • Knowledge and experience using performance tuning techniques in writing SQL • Experience leading projects with multiple resource groups • Strong analytical skills for evaluating business needs and developing innovative solutions • Ability to work independently and as part of a team • Ability to work effectively with all levels of technical staff and management • Knowledge and experience with Adobe LiveCycle DESIRED QUALIFICATIONS • Experience working with public pension systems. • Experience with Governmental Retirement Benefits and Health Programs functions and processes similar to CalPERS • Strong communication skills with the ability to effectively communicate both verbally and in writing to various levels of management and staff.
