The BA is responsible for managing end to end requirements including gathering, documenting, developing, and finalizing requirements with Traceability using Rational Requirements Composer and Rational Quality Manager. Major components of this effort include the following: • Analyze business processes, problems, tasks, and workflow • Conduct stakeholder interviews to elicit requirements • Create documentation • Develop user training • Formulate proposals for IT solutions • Improve efficiency and effectiveness of the business processes • Advise Business and IT management • Serve as the contact between business and IT Experience Required: The ideal candidate will be proficient with Agile SDLC processes and will have 5-10 years experience working in a large financial application environment, preferably state government, where they have aligned business needs with IT solutions, developing business requirements, functional requirements, use cases, business process models, risk assessments, acceptance test plans, test cases, and traceability between test cases, user requirements, and system performance. Experience with Rational products is preferred, especially with the Jazz platform using Requirements Composer, Team Concert, and Quality Manager, as well as Functional Tester and Performance Tester. Skills Required: The ideal candidate will be able to work both independently and collaboratively on multiple tasks utilizing a variety of techniques to gather information depending on the situation, including interviews, workshops, surveys, etc., and will have a background using industry best practices such as IIBAs BABOK. Must be able to conduct critical evaluations of information gathered from multiple sources, reconcile conflicts, and articulate findings at both a high level and low level of detail. Must have strong facilitation skills and must be able to challenge business assumptions and get to root cause analysis. Must be able to determine measurable levels of quality, including performance, and provide solutions that balance usability with system performance. Must have excellent written and verbal communication skills and be able to communicate effectively at all levels of the organization. Preferred Skills: • Bachelors degree with a major in the field of computer science, information science, finance, public administration, or public policy • 10+ years in business analyst roles on large scale technology projects working in a large government financial application environment • Working knowledge of Relational Databases, Data Modeling and Analytics skills; Financial Applications, Government Accounting and Business Intelligence theory and concepts. • Experience aligning business needs with IT solutions • Experience using Rational Jazz products.   Call 502-379-4456 Ext 100 for more details.
