Description :

An offeror must describe how each of the following requirements will be met:

Overall administration of Medicaid LEA administrative claiming
• Ensure adherence by the participating LEAs to the Medicaid School-Based Administrative Claiming program through understanding of the principles and methodologies of the federally-approved administrative claiming process.
• Develop and implement a North Dakota Medicaid Administrative Claiming Manual.
• Work with STATE on updates to its Public Assistance Cost Allocation Plan, including obtaining approvals from the Centers for Medicare and Medicaid Services (CMS).
• Develop and implement a School-Based Services Claiming Time Study Implementation Plan that is approved by STATE and CMS. Work with STATE to obtain approval from CMS.
• Provide technical and policy development assistance to STATE.
• Establish working relationships with all LEAs that choose to participate in the program.
• Draft Interagency Agreements and assist with the execution of agreements between STATE and LEAs. Participating LEAs must have a signed, executed Interagency Agreement on file with STATE prior to the quarter-end of the administrative claim RMTS in which they wish to participate.
• Attend and present information at meetings as requested by STATE.

Development and implementation of RMTS
• Develop and implement a North Dakota Medicaid LEA RMTS manual that details the sampling methodology and how the study will be used to allocate the amount of time staff spent on Medicaid reimbursable activities.
• Develop and maintain an administrative and direct service staff pool list and generate lists of random moments from the staff pool lists.
• Use a web-based RMTS system to collect data on moments.
• Use a mechanized process to aggregate the time study data on a quarterly basis.
• Ensure accurate coding of all moments, including a quality assurance process.

Prepare and submit Medicaid administrative claims on behalf of all participating LEAs
• Use a web-based system to collect information from participating LEAs to compute individual LEAs administrative claims. Describe how LEA-specific information will be prepopulated into the system to avoid data entry and errors.
Describe how system will handle claim adjustments.
• Maintain LEA-specific information for the administrative claim, including, but not limited to:
o Quarterly claim summaries,
o Staffing information supplied by the LEAs, and
o Other pertinent information concerning the administrative claim, for access by the respective LEA.
• Calculate an annual Medicaid eligibility rate (MER) for each LEA.
• Use the annually captured MER data, RMTS percentages, and cost reports to calculate a Medicaid claim for each participating LEA for each quarter based on a federal fiscal year cycle.
• Provide information to STATE that is needed to complete the CMS-64 form.
• Submit claims to STATE with supporting documentation within 120 days after the end of the quarter being claimed.
• Perform a desk review of administrative claim data inputs, along with data analysis of RMTS participant lists and work schedules.

Provide training and technical assistance to LEAs on all aspects of the program
• Design and provide comprehensive, web-based trainings on:
o The North Dakota Medicaid Administrative Claiming Manual; and
o The North Dakota Medicaid LEA RMTS Manual.
• Provide training through a web-based technology.

• Operate a technical support and assistance
