Description :

The Business Analyst-Project Lead (Senior Technical Writer) will work with various teams including Program Managers, Project Managers, Developers, Business Analysts and SMEs in both enterprise-level and project-centric environments to create business and technical project artifacts that will be utilized by the project team, executive management, agency staff, Compliance, Centers for Medicaid Services (CMS) and/or other stakeholders. A large portion of this role includes writing compliant responses to federally mandated CMS security controls and helping manage state audits from a documentation perspective.

Candidates must have a proven technical writing background, be highly organized, self-motivated, and can work independently in a fast-paced environment to produce multiple quality deliverables within deadlines. Candidates should be self-starters and creative problem solvers, and have the flexibility to learn new products and technologies.

Duties include:

1. Write and edit documentation such as application-specific artifacts and system/project materials.
2. Create, maintain and provide standards for knowledge base materials using Atlassian Confluence and/or SharePoint.
3. Independently perform research and conduct interviews with key SMEs.
4. Take ownership of documentation projects from initialization to completion.
5. Establishes review standards and timelines; proactively revise documents.
6. Work with Office of Information Assurance staff to expeditiously respond to mandatory security and system documentation controls including but not limited to drafting responses to POAMs.
7. Work alongside SC stakeholders, Business Analysts/SMEs and technical staff to understand the goals/objectives of the project in order to assist in creating deliverables and supporting project documentation.
8. Work with technical staff to produce documentation deliverables that are easy for readers to comprehend.
9. Organize and write supporting documentation to diagrams and technical knowledge base items.
10. Aid in organizing and maintaining the projects SharePoint and Confluence document repositories.

Required Knowledge/Skills:
1. Excellent writing and editing skills.
2. Extensive experience with Sharepoint, Confluence, Archer, JIRA and other knowledge base software.
3. Demonstrable understanding of the rules of English grammar and usage.
4. Minimum 6 years of technical writing experience on similar sized projects.
5. Minimum 2 years of technical writing experience related to Federal Compliance documentation including answering security audit controls in writing and MARS-E documentation requirements.
6. Ability to communicate effectively, verbally and in writing; to interact effectively with internal and external vendors, project team members, management and agency departments, to build relationships and use facilitation skills with both technical and non-technical personnel.
7. Ability to own documentation projects from research and interviewing SMEs to writing and compiling content.
8. Ability to write, edit, and prepare graphic presentations of technical information for both technical and business personnel.
9. Ability to craft process documentation in both narrative and visual flows for a variety of audience types.
10. Demonstrable ability to utilize advanced features in Microsoft Word.

Preferred Requirements/Skills:

1. BA in English, journalism, technical writing, or equivalent experience.
