Description : The Project Manager II, working under broad policy guidance of the Operational Support and Project Management Section Chief, is responsible for planning, development, implementation and administration of infrastructure, applications and IT service development and/or support projects that have statewide impact with customers both within and outside state government. This position provides project management expertise through all phases of technical efforts for systems conversion, to include concurrent contract review, RFP drafting and evaluation, planning, product implementation and rollout. This role is key in promoting and adhering to the organizations Project Management rigor, including communication and management of tasks for all phases of the Project Lifecycle. This position primarily provides project management, analysis and design for the development, implementation, enhancement, and maintenance for business applications and infrastructure systems projects that support call center services. In addition, the incumbent works closely with the sponsor of the projects s/he is managing. 40% A. Perform project management functions for business applications, infrastructure, and ITservice development and/or support projects. A.1. Manage and lead large and complex agency and enterprise projects through all stages of the project life cycle A.2. Establish project objectives, develop project plans, identify project resources, establish proper project controls and ensure project schedules are maintained in order to implement complex projects on time, within budget and with desired functionality A.3. Obtain concurrence on system design specifications between DHS and supported agencies. A.4. Coordinate all development and modification activities among project team members using techniques like flowcharts and structured walk-throughs to ensure the quality design of the applications and its components A.5. Develop project implementation plans, which include project resources estimates vs. actual expenditure and target dates A.6. Provide project status and other deliverables at each stage of a defined project management methodology A.7. Identify and manage project risks A.8. Negotiate timelines, products and other project concerns with the top level management positions. A.9. Oversee completion of tasks and provide project status reports and performance metrics to management A.10.
