These services will guide HCAs efforts to build a technical enterprise data architecture. This architecture will serve as the agencys foundational data and analytic infrastructure from which additional capacity can be created to meet a wide array of existing and emerging data use cases. Although HCA has undertaken considerable work to understand the strengths and weaknesses of its current data infrastructure, the purpose of this proposal is to provide a procurement and implementation strategy that will enable HCA to get from current to desired functionality. The building of this capability must be done in a flexible, extensible way that creates immediate value while remaining open to future advancements and changing business needs so that HCA can take advantage of emerging opportunities. The strategy must support the work of HCAs two lines of business: Medicaid and Public Employee Benefits (PEB). Over the past decade, HCA has invested in enterprise business systems that have improved business processes and reporting capabilities. Those systems continue to amass large amounts of data that have the potential to be turned into valuable information if integrated across our systems in an enterprise data warehouse. More recently HCA has identified key enterprise data and analytic processes that must be implemented in order to maximize the value of its data assets, ensure data security, and foster a business culture that uses data strategically to drive decision making in a way that creates customer value. These needs focus on ease of data access, data integration, data quality, compliance with access security policies, and implementation of reporting and advanced analytic tools. Building on the enterprise data warehouse roadmap(s) already drafted, the consultant will assist HCA in the development of a procurement and implementation strategy that is modular, flexible, extensible, and creates value during implementation. The strategy should address the infrastructure, tools, and resources necessary for HCA to advance its enterprise data infrastructure and architecture vision in alignment with the Medicaid Information Technology Architecture (MITA 3.0) framework to improve data management maturity. HCA is a leader in healthcare purchasing innovation and requires a robust, trusted, and flexible decision support and analytic infrastructure to support data-driven decision making. The data architecture created must both support HCA staff in providing the highest customer value today, but also must serve as the basis for advanced analytics that can inform a bold and innovative path in the future. HCA is looking for experience and expertise in the following areas to fulfill our business needs; Data Warehouse Architect, Requirements Lead and a Data Acquisition Lead. HCA anticipates at least 3 full-time resources and defers to bidders to propose the right-size resources that best align to the work effort based on their understanding of the work. The workload may be fluid and the bidder may adjust resource utilization based on their understanding of the work. The actual implementation of the Decision Support System (DSS) project is out of scope for this RFP. The apparently successful vendor for this solicitation will be excluded from bidding on future development work and implementation of the enterprise data architecture strategy and plan.
