Hybrid or infrequent onsite meetings may be required to suit the needs of the department Description: The Business Analyst (BA) position will work to advance the mission of Milwaukee County Department of Health and Human Services (DHHS). The role supports the overall business and fiscal operations of DHHS. The BA position will support the fiscal aspects of the departments technology initiative. This role with integrate healthcare finance principles and techniques to drive an integrated and standardized technical product for all divisions delivering case management and supporting services within DHHS and associated partner providers. In collaboration with technical and business teams, the BA will lead the development of fiscal applications to department-wide process improvement needs. Job Responsibilities: Business and Fiscal Operations: Support mandatory reporting and security standards as they apply to local regulations and requirements in the Department of Health and Human Services (DHHS) setting as well as fiscal. Develop 837/835 reports and elevate principles included within this arena around EDI transactions of financial data. Evaluation of existing legacy systems. Process Mapping and Process Improvement: Articulate the current state (discovery), identify gaps, and demonstrate forward thinking as it applies to new financial technologies or principals. Demonstrated success in process mapping and process improvement. Develop systems to reconcile accounts payables and receivables. Research accounts payable workflow, reimbursement and reconciliation process and related business processes. Healthcare Finance: Understand diverse applications and query from it the required data such as rate, time, cost, profit/loss, etc. Identify logic and data protection in a finance setting with security at the forefront (ITIL) finance. Proficient in fiscal best practices, especially within healthcare and public service/government Stakeholder Engagement: Demonstrate the ability to present/communicate complex fiscal or technical concepts to Finance, Technology, and Business leaders. Collaborate closely with a wide variety of personalities and across multiple departments. Develop reports with recommendations for the decision makers and analyzing the potential impact of their recommendations Technical Assistance: Collaborate within a Finance team as an ERP technical expert. Execute periodic quality assurance checks. Assist in the development of comprehensive end-to-end test cases at the application and multi-application levels. Serve as the subject matter expert for workflows, standards and technical tools. Inform and support training sessions and workshops to guide relevant teams. Minimum Qualifications: • Five (5) years or more of related work experience required • Advanced knowledge of all related computer and software applications, such as word processing and spreadsheets required • A strong background in Federal, State and Local government setting is preferred. • Preferred experience in healthcare finance.
