The DRS legacy system modernization effort is a multi-biennia, phased, series of projects. The next phase is expected to formally begin in the 2019-21 biennium with the migration of legacy applications from the mainframe into a LUW environment; the procurement of additional infrastructure to support a new service-oriented architecture; and planning for and acquiring a solution to modernizing the next set of key business processes. The work to be provided to the Department of Retirement Systems as a result of this Work Request is technology/management consulting services. The Contractor will provide qualified, senior level staff and otherwise do all things necessary for or incidental to the performance of work, as set forth in any Statement of Work (SOW) issued under the resulting Work Order. Initial Work Over the next few months, through early September, the Technical/Management Consultant will work collaboratively with DRS to: • Refine the project approach and timelines. • Refine the project resource estimates. • Define project governance. • Develop a decision package for the next phase(s) of the project. This may include a cost-benefit analysis of mainframe re-hosting. Ongoing Consulting Work From September 2018 through June 2019 (and beyond if the contract is renewed), the Technical/Management Consultant is expected to provide valuable insights based on IT project experience on Washington State projects and will provide DRS leadership with advice, technical knowledge, and management consulting services. The Consultant may also: • Assist in preparing documents in support of hiring project resources (such as position descriptions). • Assist in preparing requests for proposals. • Conduct best practice and market research. • Prepare recommendation memos or reports. • Prepare documents such as a project investment plan for the Washington State Office of the Chief Information Officer (OCIO). • Assist the agency with change management and succession planning. • Perform other closely related work necessary to support the successful implementation of the legacy system modernization effort.
