Description:

The scope of work for this project is to provide; an initial project readiness assessment, and ongoing project quality assurance advice and counsel on the Modernize and Migrate (M & M) project. Ecology is seeking either a single person or a team resource with an assigned person with primary responsibility. The Project Quality Assurance Contractor will be responsible for making recommendations to the M & M Steering Committee, project sponsor, and the project manager. The Project Quality Assurance Contractors services will be requested on an as-needed basis by Ecology at its sole discretion.
Ecology will negotiate the frequency of the required periodic and routine assessments and reporting after the first two deliverables (Readiness Assessment and Quality Assurance Plan) are approved. A schedule for the assessments and reporting will then be determined for the remainder of the project.
The Project Quality Assurance Contractor will provide independent and objective reviews of the M & M Project, its progress, and any difficulties, including, but not limited to, an assessment of the quality of deliverables. The Project Quality Assurance Contractor will be a common source of reliable independent information to those tasked with the oversight of the project.
The Project Quality Assurance Contractor will perform periodic and routine assessments by reviewing, analyzing, and providing written feedback of the Project and related activities. The Project Quality Assurance Contractor will be expected to assure that effective project planning, management, risk assessment, and project controls are being applied for project success.
The Project Quality Assurance Contractor will provide periodic and routine reports to the M & M Steering Committee, project sponsor, and project manager. The frequency of meeting may be adjusted based on project activities and will be determined after the first two deliverables are approved.

A. Qualifications and Experience
1) Mandatory Qualifications and Experience:
Bidders who do not meet the following mandatory qualifications will be rejected as non-responsive and will not receive further consideration. The following are required to be responsive to this Work Request:
(a) Project Quality Assurance or Project Management experience totaling five or more years including one or a combination of, see below:
• Recent (within the past five years) experience successfully performing Project Quality Assurance technical activities such as development of detailed Project Quality Assurance schedule, work plan(s) and planning activities, monitoring routine assessments, deliverables, issues, risks and generate reports and reporting to executives, and other QA activities as outlined in OCIO Policy 132.30 Minimum Project Quality Assurance Activities.
• Recent (within the past five years) experience as a lead or deputy project manager providing the successful project management (PM) services such as development of detailed PM schedule, work plan(s) and planning activities, monitoring routine assessments, deliverables, issues, risks and generate reports, and reporting to executives, and other QA activities as outlined in OCIO Policy 132.30 Minimum Project Quality Assurance Activities.
(b) Experience providing Quality Assurance and/or Project Management services on projects of similar size, risk, and complexity as described herein.
(c) Commitment that Key Personnel, as identified in the Bidders Response, will be available to start the work within fifteen (15) business days after the resulting Work Order/Contract is executed.
