Agency Project Scope

The Idaho Department of Correction (IDOC) has initiated a program to replace several legacy IT Applications with a single, comprehensive Offender Management System (OMS). IDOC has acquired a Commercial Off The Shelf (COTS) system through a Request for Proposal (RFP) process and the system vendor will lead the implement their solution. In order to prepare for this long-term project and implementation, IDOC needs to design a robust quality assurance processes, tools, and metrics to ensure the ability to determine a quality product is being delivered, implemented and maintained.

IDOC seeks a Software Quality Assurance Analyst 4 (SQAA-4) who is experienced in developing and executing test strategies, building comprehensive and maintainable automated testing solutions, training end users for user acceptance testing, managing user acceptance testing, and defining and sharing quality metrics that give accurate and useful information on the quality of the product. The selected individual will have experience in managing testing for a large-scale project or organization that includes defining the processes, roles, toolsets, and types of validation that would be performed, including performance testing, user acceptance testing, data validation, interface and configuration testing. Additionally, this person will be responsible for defining the regression strategy and creating a regression suite that remains viable and reduces manual regression testing needs, thereby speeding software release cycle time. The SQAA-4 will need to write use cases, test cases, test plans and train others in effectively completing these tasks.

The COTS OMS platform is a mission critical software solution and serves as the tool by which the IDOC manages and tracks all aspects of our offender population. The OMS is the engine through which the agency is able to access and manage data for reporting, trending and forecasting. The selected SQAA would work directly with all areas of the IDOC from end-users to Executive Management.

Contract staff needs to be available to start work immediately upon award of contract, and IDOC reserves the right to interview candidates before awarding a contract. Contract staff must also work on-site at IDOC.

All contracted staff are required to have an IDOC background check and fingerprinting.

IT Contract staff must follow the IT timesheet requirements (Please see attached process document).

Work is to be completed on-site at IDOCs Central Office located at 1299 N Orchard St, Suite 110, Boise, Idaho, 83706 during normal business hours Monday-Friday.

Agency Expected Deliverables
Deliverables: The chosen SQAA-4 would work with the OMS Project Team and IDOC staff to:
I. Define overall testing strategy for the OMS Replacement Project
a. Develop a sustainable and repeatable testing process that supports iterative releases of product functionality
b. Define the roles needed for an effective testing strategy
c. Define the types of testing to be conducted
d. Identify environmental needs to support testing strategy
e. Define testing tool set to be used to support the testing strategy for the project
f. Leverage existing tools available at IDOC if possible
g. Define user acceptance testing processes
h. Develop automation testing strategy including:
1. Defining scenarios to be automated
2. Roles required to build and maintain a comprehensive automated testing solution
3. Determine timing for automating within the scope and schedule of the OMS replacement project
4. Automated regression testing ability
