Client: Maryland Health Benefit Exchange (MHBE)

Description:

The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Childrens Health Insurance Program (MCHP).
MHBE seeks up to one (1) Systems Operations Manager to manage a team of technical experts performing system operations functions, and support the mission critical system operations functions of the Health Benefit Exchange (HBX) applications

Duties / Responsibilities
Provide project leadership in the implementation, delivery and support of mission critical software solutions for the Health Benefit Exchange (HBX) application.
Distribute and manage the workload of project team members to successfully conduct systems analysis, identify system issues, manage change requests, and review deliverables.
Effectively direct, manage and control all system implementation activities and deliverables, through all phases of the systems development lifecycle.
Create the plan to implement the activities/changes related to IT Infrastructure to generate a monthly operations schedule.
Plan and coordinate the IT Infrastructure and application upgrades, migrations, releases and maintenance activities from lower to higher environments.
Report and coordinate the activities to resolve any Sev1 incidents in the Production environment.
Create and implement plans/playbooks for infrastructure and application changes without compromising SLAs.
Plan, coordinate and report issues found in the environments and follow up with technical teams for resolution.
Plan and coordinate the strategy to monitor AWS services as well as the application for irregularities and performance issues.
Assess system data and error logs to determine areas for improvement.
Provide project management and delivery management support for engagements covering infrastructure, network connectivity, identity, CI/CD and AWS cloud.
Perform quarterly capacity planning analysis for future hardware, database, network, space, memory and other system capacity parameter requirements.
Analyze, create, coordinate and execute Disaster Recovery Plans and provide reports with results to upper management.
Work collaboratively with the hosting, development and support teams to resolve Infrastructure and application related issues.
Adhere to all security, change control and MHBE Project Management Office (PMO) policies, processes and methodologies.
Note: The candidate must have the flexibility to work overtime, as needed, to include weekends, holidays, and off-hours.

Minimum Qualifications
A minimum of five (5) years of hands-on experience managing IT Projects related to Systems Operations of large and complex enterprise systems.
A minimum of three (3) years of experience coordinating IT operational support requirements, best practice troubleshooting, system monitoring, and maintenance of complex applications.
A minimum of three (3) years of experience working in an Agile software development and project management environment.
A minimum of three (3) years of experience with AWS Cloud standards or methodologies.
A minimum of three (3) years of experience with DevOps concepts, and tools such as Bamboo, Jenkins, Maven, Bitbucket, Jira, GIT, etc.
A minimum of three (3) years of experience in monitoring and reporting on service level agreements.
A minimum of three (3) years of experience in managing technical staff performing mission
