Description : This contractor position will be used to fulfill the increased duties and responsibilities within the Child Care business area to keep pace with Parent Pay/CSAW/WISCCRS projects and higher demand for specialized IT services, including mobile solutions. With the enhancement of Parent Pay/EBT-CSAW/WISCCRS and their dependence on timely and accurate authorizations to child care providers, data collection via portals focused towards workers, parents and providers to enable cost-effective decision making, and building web interfaces to/from the Parent Pay vendor make this a critical job function within BITS that requires experience that goes beyond normal technical lead skillsets. This person understands business objectives and problems, identifies alternative solutions, performs feasibility studies and cost benefit analysis of alternatives. The incumbent will manage the balance between business requirements and user expectations, while being a liaison between users and technologists to drive requirements to design. Project duties will be to lead teams that maintain and enhance applications using ASP.Net web forms as well as ASP.Net MVC. In-depth knowledge of SQL, XML and web services is also required. The person in this position will act as a project lead, working directly with customers to define requirements and design, oversee developers who code, test, and implement applications changes and enhancements and new applications. Project duties will also include implementation activities such as quality assurance, and reviewing user documentation, training materials and help screens.
