Complete Description: Years of Relevant Experience: 10-15 years Preferred Education: 4 year college degree and advanced degree, preferably in law or business. The NJ Office of Information Technology requests specialized consulting services for a period of approximately 12 months to support its 700 MHz public safety broadband initiative, including all aspects of the procurement process, business model development, statewide or regional governance, communications and agreements with state and municipal participants, and grant compliance. New Jersey holds a waiver from the Federal Communications Commission to build and operate a public safety wireless broadband network in designated spectrum in the upper 700 MHz band. The state also won a BTOP grant to fund the construction of at least a portion of that network. The period of performance for the BTOP grant is short, and the national regulatory requirements for the network are in flux, resulting in substantial complexity and risk in design, deployment and sustainment. OIT requires specialized consulting services to help address that complexity and reduce that risk by focusing on the business, governance, procurement, regulation and policy issues implicated in this substantial undertaking. Work may be conducted off-site; work quantity may vary, is not expected to require full time. Specific deliverables: 1). Provide legal advise for development of RFP specifications and negoiations with vendors 2).Develop communication plan to the local government entities that details all aspects of the 700 MHz wireless pubilc safety initiative, including the value to them. Gain buy-in from program participants in federal, state, local, and tribal governments. 3). Develop uniform connection agreements for tower attachments. 4). Develop network sustainability model and charge back methodology 5). Develop end-user usage agreements for public safety community (Police, Fire, and EMS). 6). Consult and advise during vendor contracting process for the construction, operations and maintenance of an LTE broadband network for public safety. bi-weekly updates 7).
