The Idaho Division of Purchasing (DOP) has a current website (https://purchasing.idaho.gov) that is intended to educate agency purchasing staff, vendors, and the public on purchasing rules/policies/procedure, statewide contracts, bid opportunities, and training opportunities. DOP needs to update this website to provide more information through a more user-friendly experience. The information/content currently on the DOP website will need to be included in the new website; however, the Contractor will be free to design the new website from a “clean slate,” utilizing the states templates. The website must be ADA compliant, and must be designed with an primary goal of easy access to information.

The Contractor will work closely with the State Purchasing Manager and Statewide Procurement Trainer (and other staff as appropriate) to discuss vision and objectives for the new website. The winning Contractor will be required to utilize State of Idaho webpage templates and will have to work closely with staff from the Office of the Chief Information Officer (OCIO), which is also a part of the Department of Administration. The new website will be maintained by DOP and OCIO staff utilizing Word Press.

Agency Expected Deliverables
An updated Web Design that will provide better access to important information related to procurement, statewide contracts etc. DOP also requires the ability to easily update the website with new information, contracts, etc. DOP wishes to have the web design completed and the updated website live by 12/1/2017 in order to meet funding deadline requirements; however, proposals that exceed this timeline may be considered.


Specific Skills Required (Programming languages, databases, operating systems, etc.)
The Web Designer must be able to develop the website in a program that is compatible with Word Press (for maintenance and update purposes.) The Web Designer must be able to write code (not just use WYSIWYG).
