Submission Deadline: 5/6/2019 05:00 PM EDT Start Date: 6/10/2019 End Date: 6/12/2020 Client: Description: Introduction This Request for Quote (RFQ) provides a Statement of Work (SOW) for the development of a new and enhanced SCRPTSA Integrated Land Information System, to replace the current data model and applications that reside on unsupported frameworks. The new system will integrate with SCRPTSAs latest Environmental Systems Research Institute (Esri) Geographic Information System (GIS) mapping technology and with the Suffolk County Clerk Offices (SCCO) electronic management system. The system will provide Suffolk County, and the towns and villages that reside within it, a single source of information through a workflow redesign of both the e-verification and e-recording processes. Objective The objective of this document is to obtain a contract to provide one on-site programmer/analyst based on the requirements described within this SOW. Scope The primary task for this activity is to ensure the integrity of the operational systems that deliver data to the community and local government, to develop new technologies and procedures to improve data collection and delivery, and to assist with the processing of real property documents and reports required to provide service to local municipalities and constituency. The contractor shall provide programming support to: 1. Ensure the availability of systems that perform customer service and shared services functions for the Real Property and County Clerks office; 2. Monitor to guarantee that systems are functional and available; 3. Create and execute reports from these systems; 4. Manage customer database systems; and, 5. Assist in strategic planning and customer transitions to new systems. The contractor shall monitor the systems for proper operation and configuration, make or coordinate needed repairs and adjustments, and develop and run standard ad hoc queries to meet customer and management requests for information and revenue reports. The contractor shall assure the integrity of the logical and physical databases for these systems, and shall provide corrections when required. The contractor shall provide support including: 1. Diagnosing connectivity issues; 2. Repairing problems in internal configurations to manage connectivity; and, 3. Setting up office automation procedures to accomplish standard tasks when using systems. Systems supported shall include: • Advanced Real Estate Information System (AREIS); • E-Recording, E-Filing, E-Verification; • Web service functions including automate passwords, billing and acceptance of credit card payments in the AREIS Land Information System, and creating revenue related reports; and, • The delivery of certain products to the subscribers electronically.
