[Note: **The selected candidate will serve as an Applications DBA performing minor DBA work, and assisting Application Developers to perform Database work. The candidate will also be expected to perform some development work primarily for maintenance and enhancement purposes.**]

We are looking for a highly skilled programmer who also has good experience working with the Oracle DBs and can function as an Applications DBA as required.

Complete Description:

The Office of Information Technology (OIT) supporting the Maine Department of Labor (MDOL) is looking for a Programmer 5, with Skill Category 3 to work on the team supporting the Benefits system. MDOL has been awarded Supplemental Budget Requests for several projects with a funding end date of 9/30/2012 and we need additional development staff to help us accomplish the work. These projects include the replacement of UIPROD and the development of improved Overpayment processing.
These projects will involve development in the Unemployment Compensation Benefits system at the MDOL. The Benefits system is a critical legacy system which provides MDOL with the capability to register individuals for unemployment insurance benefits and disburse those benefits.
The Benefits application is programmed in a combination of Oracle PL/SQL, SQL, Unix scripting, and COBOL languages. The Oracle database the resource will be working on resides on a Windows environment/server however the associated batch environment resides on Unix. This will change to Linux during this contract term. The database interacts with other entities including a Progress dataserver. Additionally, the client is in the process of upgrades which require them to work in various combinations of DB versions including Oracle 9, 10, and 11.

The additional Applications DBA role is supporting developers in the DEV & QA environments as they develop solutions. This includes the Oracle DBs support plus aid with PL SQL.

Make all Production database changes for the developers.
Develop plan and maintain synchronization between Dev - QA - Prod.
Coordinate client software upgrades and compatibilities with existing software (ei. windows 7 and Oracle 11G)
Assist the developers with complicated PL/SQL where needed.
Resource to Developers for all things Oracle DB related. This resource may not know the answer but be able to get it.

Roles:

* Proven track record of hands-on technical design and code work within large complex systems.
* Proven hands-on technical work with a variety of technologies.
* Ability to make best practice recommendations based on past work.
* Proven ability to present complex technical constructs to business and non-technical users.
* Proven ability to collaborate with business users, project managers and technical architects

Required Skills:

* Programming in Oracle Forms 6i (mostly for enhancements/maintenance)
* Programming in Oracle Reports 6i (mostly for enhancements/maintenance)
* Programming in Oracle PL/SQL (mostly for enhancements/maintenance)
* Oracle 10g/Application Developer
* Unix environment
* User interactions - Requirements & Design
* Extensive knowledge of Oracle 9i/10g
* Knowledge of Oracle 11g

Desired Skills:

* Cobol Read & Modify existing code- Write new module w/in existing program
* Expresso scheduling tool
* Programming in Oracle Forms 11g

Education:

4 year college degree or equivalent technical study with advanced study preferred.
