Purpose The purpose of this task order is to obtain services related to the Operations, Corrective Maintenance, and Development/Modernization/Enhancement (DME), of the Bureaus Administrative Financial System. This system supports parks and offices throughout the NPS. The scope of this contract requires for a Senior Technical Subject Matter Expert Engineer III contractor(s) to provide on-site services, analysis, functional designs, development, database administration (DBA), infrastructure design and support, testing and debug, and various technical support as needed (500 hours annually). The contractor (s) will also need to be familiar with development products and local application server architecture and upgrading to newer versions of software. Other software programming l an gu ag es experience desired such as APEX. In addition, technical support shall consist of senior level Oracle database support (design, integration, migration, upgrades, patching, etc.), senior technical application programming support for the AFS system (Oracle Forms/Reports 12c, PL/SQL, SQL, etc.); assist with troubleshooting any issues within the architecture and system environment. III. Task Description This delivery order will be awarded to the offeror who will provide the best quality and most efficient functional analysis, database administration and tuning, analysis, design, requirements, programming, debug/testing expertise and technical assistance to facilitate full life-cycle development and maintenance of the AFS application/infrastructure/database. NPS anticipates that there will be several tasks under this support contract that the Contractor will follow: Task List: • Provide analysis of application modules and design of new application optionality. • Provide support for existing custom application and resolve issues in a timely manner to continue on-going operations of the existing systems. • Perform systems analysis to provide systems solutions to meet user requirements/needs. • Design and Develop technical solutions that meet business requirements. • Develop technical specifications, functional designs, unit test plans and installation/implementation plans for complex designs for new systems or current system enhancements; and documenting these specifications/new solutions. • Perform problem analysis, debugging and coding as part of new development. • Coordinate with other team members to work on solutions and on design/code reviews. • Develop advanced applications using Oracle Forms and Reports for assigned systems. • Provide support and guidance as needed in the development of a new Oracle Forms and Reports. • Develop advanced file and database structures, and interfaces between internal and external systems. • Develop criteria for testing and debugging applications, programs and reports, and evaluate results of design and testing. • Create and maintain all pertinent documentation, including program, forms, reports, system, and job flow documentation. • Communicate with team on project statuses. • Create and support application subsystems, working independently and as a member of a team. • Design, develop, and maintain Oracle 11g/12c forms and reports, Oracle PL/SQL stored procedures and packages. • Resolve defects encountered in production and/or during various testing cycles. • Expert Knowledge of PL/SQL, SQL. • Provide technical expertise using Oracle Developer Forms/Reports 11g / 12c. • Ability to modify Oracle multi-tab forms based on specified standards to conform to the new format of the FBMS data and ensure specified forms are 508 compliant   Call 502-379-4456 Ext 100 for more details.
