Description:

Description of Engagement: The UW System seeks an experienced individual to serve as the Program Executive on the Shared Financial and Human Resources Systems preplanning project.

A preplanning project has been initiated by UW System Administration and UW-Madison to prepare for a multi-year transformation of UWs Oracle/PeopleSoft finance and human resource operations across the UW System. The project is anticipated to proceed in phases, with UW-Madison and UW System Administration in Phase 1. The preplanning for the project must establish a structure that ensures the statutory and management requirements of a single UW System are met while meeting various business requirements of UW-Madison, UW-Milwaukee, UW System Administration, and other UW institutions.

Requirements:
* Respondents must have experience with implementations of cloud-based finance, human resource and/or student information systems in large complex organizations.
* Implementations must have included business process redesign or standardization, data and reporting planning and implementation, information security planning, and significant change management activities (including training and professional development for users of systems, information technology staff, and program staff).
* Implementations at higher education institutions are preferred but not required.
* A minimum of five references must be uploaded with resume. Identified references must be able to speak to candidates prior cloud and/or on-premise ERP implementation or other experience that will help them complete work described in this RFS.

Scope of Work:
The UW System is transforming its Oracle/PeopleSoft finance and human resources support environment, including the selection and implementation of a new cloud-based ERP, standardization of business processes, and integration with several ongoing UW System projects.

The Program Executive will be responsible for the overall success of the preplanning project. Reporting to the UW System Administration Vice President for Administration, the Program Executive will lead the preplanning work and will direct the system-wide work and ensure coordination and execution with UW-Madison, UW System Administration, and other UW institutions. The Program Executive will be accountable to the executive sponsors (UW System Vice President for Administration and UW-Madison Vice Chancellor for Finance and Administration).

The Program Executive will work closely with the executive sponsors, the program executive committee, the program advisory committee, and the program director to develop strategies and tactics during the preplanning project. The Program Executive will be engaged for up to nine months, focusing on: (1) directing the overall preplanning project, (2) development of the project scope and schedule, (3) change management planning and initiation, (4) informing overall project structure and coordination between UW System Administration, UW Madison, and other UW institutions, (5) development and analysis of options for the future operational state of finance and human resources support for UW institutions, and (6) coaching and mentoring UW employees engaged in the project.

The Program Executive will not participate in the selection of other vendors engaged in the project.

It is anticipated that the Program Executive will work 40 hours per week on the project. The Program Executive will need to attend meetings at various UW institutions across the state of Wisconsin.
