The worker must be experienced in working with the Project Delivery Framework for major projects described on the agency website for the Texas Department of Information Resources (DIR). The project documentation to be completed includes the Business Case, Statewide Impact Analysis, Project Plan, and Acquisition Plan. The major project for which this documentation is to be completed is the development of a new automation system to replace the system used by TBP to manage the service program that circulates reading materials to Texans with disabilities. The services to be provided include but are not limited to the following: A. Worker will work with TBP and IRT to complete the Business Case documentation to be submitted to the QAT for this major project. B. Worker will work with TBP and IRT to complete the Statewide Impact Analysis to submit to QAT. C. Worker will work with TBP and IRT to complete the Project Plan and the Acquisition Plan to submit to QAT. Required Skills: * Experience managing IT projects over $1 million * Experience managing software development projects in a state government environment * Experience developing / writing DBITS Statements of Work * Experience managing projects from scope development through project implementation, following standard project management industry practices such as the Project Management Institutes (PMI) framework * Experience developing the project documentation required for major projects by Texas QAT using the Texas Project Delivery Framework * Experience managing projects under Texas QAT monitoring using the Texas Project Delivery Framework * Experience managing legacy system conversion to web-based systems * Experience mentoring application development project teams and project team leads * Project Management Professional (PMP) certification * Education – Undergraduate degree in Computer Information Systems or related field Desired Skills: * Experience managing software development projects involving statewide federally-funded library services and processes * Experience working with technical and non-technical staff and management to develop IT project specifications * Experience working with open source technologies such as LAMP architecture   Call 502-379-4456 Ext 100 for more details.
