Introduce new policies and procedures unique to the Program as needed. • Cultivate and instill use of PMO Best Practices: meeting management, project plans, status reports and dashboards, risk and issue tracking, change requests and resource management. • Act as primary Risk Manager for the program. Meet regularly with the key stakeholders to monitor risks and issues and develop mitigation strategies. • Direct the development and integration of project plans related to various projects and work streams within the Program. Maintain master program schedule. • Coordinate collection and presentation of Program level metrics such as staffing, financial, and schedule data to executive level audiences; effectively use data and metrics to drive decision making. • Develop and support high performance teams; coach and mentor team members in use of project management tools and processes. • Facilitate decision-making process as required across business and IT. • Identify and resolve issues, ensure consistency and breadth of communication across projects and work streams. • Direct teams efforts to communicate results and recommendations to senior management and others. • Maintain current knowledge of the business processes and technologies deployed by the program. • Identify training needs of team members and plan solutions. Qualifications: Education, Skills and Competencies- • BA/BS degree in business or related discipline. MBA or PMP desirable. • Superior understanding of project and program management principles. Minimum of 10+ years formal project management experience including 5+ years of experience managing a PMO and/or other Project Managers in multi-disciplined, multi-year initiatives. • Ability to manage multiple projects, creating a well-defined plan that addresses dependencies across subproject. • Strong computer skill set, to include Microsoft Word, Excel, Power Point, Visio, and proficiency with project planning and support tools such as MS Project, or other MS Office tools. • Experience with Microsoft Access preferred but not required. • Experience with design and use of Sharepoint for program management activities including archiving project related material. • Excellent analytical and organizational skills. • Strong oral and written communication skills, including meeting facilitation and presentation skills at the executive level. • Ability to communicate with technical and business resources in a manner that supports progress and success. • Well developed professional maturity, judgment and diplomacy. • Ability to form trusted partnerships across all levels of business organization, including senior management. • Strong interest in and understanding of government agencies, economies and cultural differences. • Ability to understand, appreciate and adapt to new cultures and ways of working. RMV Modernization Program Summary The RMV is responsible for the issuance of all drivers licenses, vehicle registrations and titles, the collection for the associated fees and sales tax; and for the collection of all civil motor vehicle infractions. In addition, the RMV is also directly responsible for vehicle safety and administers the Safety and Emissions inspection program ,vehicle insurance , Excise Tax billing and is the enforcement tool via either license/registration suspensions or non-renewals for the collection of un-paid Parking Tickets, Excise Tax, Child Support and default Warrants.
