DOH supports two separate systems to manage and process these data, a primary SQL-based system and a collection of unique datasets outside the SQL system. Our current data system continues to meet the reporting needs of the HVSA; however, there are a number of limitations that limit our ability to respond to evolving HVSA needs. Some of these limitations include: • Maintaining a bifurcated system will continue to handicap our ability to monitor, support and evaluate the work of the Portfolio models • Dependence on national model data systems highlights an ongoing tension between model practices and HVSA requirements • Real-time data is not available for the HVSA, limiting timely use and correction of data • Minimal linking with other data systems is undertaken. This limits our opportunities for administrative data reporting to support performance-based contracting, and our ability to track the trajectory of the families and evaluate long term effects of home visiting 1.2.2 Business Analysis Requirements A Consultant specializing in business analysis with a background that includes project management is requested to engage HVSA partners in guiding the work towards a long-term data system solution by documenting business functions, current system capacities and identifying gaps. The Program Consultant provides guidance on how to design a home visiting data system solution, which will require the consultant(s) to: (1) Be, or become, familiar with the Home Visiting Services Account (HVSA) in Washington State (2) Conduct interviews with key subject matter experts both within and external to DOH in order to gather information on current and future business processes (3) Collect and document the process and functional requirements through a series of facilitated workshops to: a. Define the current required business functions for the HVSA, b. Define the scope of the current data systems, c. Define future state needs, and d. Identify gaps between current functionality and desired functionality of the data systems (4) Prepare written report with recommendations for required and optional business processes for a Home Visiting Data System (HVDS) to meet the needs of the HVSA. This will need to be written to seamlessly guide the development of a Requirements Definition by DOH Health Technology solutions staff in the next phase of the project.
