3.4 Scope of work
3.4.1 The QA consultant services shall include an assessment of the overall project health and project management factors that are important to project success. The health assessment includes evaluations of project scope, schedule, budget, resources, milestones, risks and other applicable reviews per the QA consultants methodology. As part of this effort, the QA Consultant shall provide an initial baseline quality assessment report and additional reports as outlined in the payment schedule and/or at a frequency determined by the King County Project Review Board (PRB) based on the status and risks of the project. The role of the Project Review Board is to provide oversight and advice on the Countys Information Technology projects. The Countys Chief Information Officer (CIO) chairs the PRB.
3.4.2 King County prefers a QA Consultant familiar with Property Tax and Administration Systems.

3.4.3 The assessment also will include a change management evaluation of Treasury and the Department of the Assessor to report the ability to transform their business to take advantage of the benefits offered by a modern Property Tax and Administration System.

3.4.4 The QA consultant shall report to PRB. The audience for reports is the Project Review Board, Project Sponsor, Steering Committee and other stakeholders as determined by the Sponsor and the PRB. The Project Steering Committee includes representatives from Treasury and Department of the Assessments and King County Information Technology.

3.4.5 The QA Consultant shall focus primarily on the PTAS project management team effectiveness (60%) in moving the project forward as planned as related to scope, schedule, budget, change management and risk management. The QA Consultant shall also perform a quantitative and qualitative review of vendor performance (40%) as it relates to meeting deliverables, timelines, and acceptance criteria.

3.4.6 It is also possible that the QA consultant will be called upon to provide briefings of QA findings and recommendations to the King County Council and/or the King County Executive and other stakeholders as determined by the CIO.

3.4.7 Quality Assurance services shall include assessments of the PTAS project management team in the following areas:
Project Management team performance/competency, including:
I. Planning and Control
II. Scope Management/Technical requirements
III. Schedule Management
IV. Cost management and budget projections V. Quality management
VI. Risk and issue management
VII. Vendor management
VIII. Business requirements traceability
IX. Vendor deployment approach
X. Change management/Organizational change
XI. Knowledge transfer
XII. Data readiness/strategy
XIII. Staff management
XIV. Project team dynamics XV. Communications
XVI. Status reporting

3.4.8 Quality of the project delivery plan, to include and is not limited to Work Breakdown Structure and/or MS Project Plan, to evaluate if the delivery plan is realistic, comprehensive and executable to ensure project success.

3.4.9 Quantitative and Qualitative review of PTAS project vendors performance per contractual obligations, such as:
3.4.9.1.1 Completion of deliverables per contract scope
3.4.9.1.2 Completion of deliverables per contract schedule/timelines
3.4.9.1.3 Completion of deliverables per contract price
3.4.9.1.4 Completion of deliverables per acceptance criteria
3.4.9.1.5 The PTAS project acceptance of Vendor deliverables. If necessary, meet with vendor project manager related to their obligations of meeting the deliverables.
