Description : The SCDHHS Bureau of Medicaid Systems requires a Business Analyst Project Lead to support operational management of the Medicaid Management Information System (MMIS) and Member Management System (MMS). The MMIS is responsible for Medicaid enrollment, provider management, and claims processing. The MMS is responsible for application intake, eligibility determination, and case/member maintenance and management. This position will report to the Operations Manager for the Bureau of Medicaid Systems. OBJECTIVES TO BE FULFILLED BY CANDIDATE: The selected candidate will serve as the Project Lead for MMIS Operations, within the SCDHHS Bureau of Medicaid Systems, as well as provide auxiliary support for other Medicaid Systems as required. Primary Objectives: • Manage, coordinate, and oversee Production Support processes and activities for the legacy MMIS and related systems including the MMIS Online application, Provider Web Tool, Provider Enrollment application, and EDI/Translator. o Facilitate Incident and Issue Management processes for MMIS and ensure sufficient documentation and resolution for MMIS production issues and incidents. o Monitor and contribute to Release Management activities for MMIS, including stakeholder management and communications, pre-implementation planning and task completion, and post-implementation monitoring; ensure operational readiness for MMIS changes. o Support Product/Project Management in facilitating MMIS Change Management and SDLC; ensure necessary governance actions take place for MMIS changes. o Support and act as primary backup for the Medicaid Systems Operations Manager for all items related to MMIS and related systems/components. • As needed, provide backup support to MMS Product Management team in facilitating Change Management and SDLC governance functions. REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): • Knowledge of systems operations concepts, including incident management and release planning • Experience managing workload and assigning tasks to team members • Experience documenting and maintaining processes of varying complexity • Knowledge of key Medicaid eligibility and enrollment concepts • Excellent written and verbal communication skills • Ability to effectively and professionally communicate with staff at all levels from front-line workers and supervisors, up to executive management PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): • 2 or more years experience working on Medicaid IT projects • Direct experience with Medicaid IT systems involved in member management and enrollment, claims adjudication, provider enrollment, and/or payment • Experience with mainframe systems and concepts   Call 502-379-4456 Ext 100 for more details.
