Job Description Analyst: Powerbuilder, .Net, Software Development Experience,

Description :
Assist DTMB/LARA Agency Services staff with day-to-day issues related to the support and maintenance of the Office of Financial and Insurance Regulation (OFIR) PowerBuilder application – Obase – using PowerBuilder development tools.

Roles/Responsibilities :

* Maintain and alter code regarding database views, functions, procedures, packages and table APIs to make them more efficient.
* Maintain consistency in development, quality control and production while following DTMB standards, policies and directives.
* Integrate approved data from outside entities, such as National Association of Insurance Commissioners, into Obase.
* Consult with internal-technical staff to determine best methods of data integration.
* Assist and support in conducting client interviews.
* Learn and understand the business rules of OFIR, as maintained by current DTMB Agency Services staff.
* Troubleshoot production problems.
* Document requirements and recommendations for solutions to assigned work requests.
* Assist with the preparation of help documents and procedure manuals affiliated with assigned work requests.
* Provide documentation to describe and explain any and all developed processes.
* Design, develop, validate and implement test plans and for applications to determine the accuracy of program logic to produce desired results.
* Debug and revise programs based on test results.
* Incorporate all required levels of security into test plans, which were identified as system requirements

Required Skills :

* 8+ years of programming experience
* 5 years experience managing large scale software development projects
* 3 to 5 years experience working on State government projects
* PowerBuilder experience
* .NET/Web experience
* Written and verbal communication skills
* Experience providing application training to stakeholders
