Job Description Manager: Project Management, Problem-Solving, Stakeholders, Written Communication Skills Testing Exp

Overview: The Project Manager will be responsible for the overall success of a project plan that is being implemented within one health care agency as part of a statewide system roll out. This role will be the key point of communication and accountability for numerous stakeholders at the statewide and local level, including the solution vendor KRONOS.

Project Management responsibilities include time and resource management, regional execution/accountability, issue and risk management, project execution. This person monitors the work produced by the team(s) in a variety of disciplines to insure that the completion targets are met for the Agency which are directly tied to the success of the statewide project plan. He or she is responsible for managing stakeholder relationships, including general, ongoing communications, negotiation of scope and schedule changes, key risks, issue resolution, and ongoing progress reporting.

This person must have a broad knowledge of industry best practices and be able to proactively identify potential project risks in order to proactively advise and consult with team members on risk identification, analysis, and mitigation strategies.



Job Requirements:

Develops and maintains project plan that dovetails with State wide project plan
Holds teams accountable for successful completion and reporting on project deliverables
Communicates with key stakeholders and executive team within the agency to determine progress
Identifies key challenges while working Agency Executive Team to triage issues and assist with the assignment of appropriate resources
Responsible for communicating vision, strategy, and methodology to management
Managing project requirements balancing the needs of a vendor, larger project organization and the local Agency project team
Manages testing and training schedules throughout the Agency utilizing in house resources
Creates super-user profiles for each organization within the agency
Catalogs and ushers key decisions within agency project to Agency Executive Team for action
Assists in the identification of organizational inconsistencies and redundancies



Skills:

8-10 years of project management experience, with prior success in a health care environment
Advanced skills in data organization and analysis, problem solving, project plan execution and documentation
Effective analytical and presentation skills
Experience with a KRONOS implementation (preferred but not required)
Experience with Peoplesoft/Oracle products (preferred but not required)
Strong verbal, written and interpersonal skills; ability to tailor communication to different audiences, such as management, stakeholders, users, SMEs, developers, and others
Ability to lead others to articulate additional possibly hidden needs and create a climate of change
Ability to communicate and work effectively with both functional area experts and technical team members
Experience working with Project Management software and tools: Microsoft Project and Sharepoint
Experience with managing a project over a broad geographic area
Ability to manage work on multiple fronts with competing priorities
Experience with device installation with facilities and contract staff/vendor
Experience overseeing user acceptance testing and providing test cases/test scenarios
Excellent organizational and time management skills
Self-motivated and able to work independently



Education:

A Bachelors degree is required: Preferred degree in Business, Hospital Administration, Nursing or IT-related field
