This project will be referred to as the HCBS Modernization Project. The project goal is to create an integrated application system utilizing an Oracle software (Siebel) and database platform solution. The system would address DDS business processes supporting Consumer Service Planning, Resource Allocation, Fiscal and Resource Management and Quality Management. In addition there would be a business analytics and reporting capability created utilizing Oracle OBIEE and interfaces with other Connecticut Health and Human Service agencies. The Oracle Policy Automation component will allow DDS to rapidly and consistently implement policy changes and deploy rules-based decision making across the service delivery and management system in a unified manner Required Skills/Experience The consultant shall demonstrate extensive knowledge and expertise in the use of Project Management methodologies and tools. The consultant shall demonstrate large scale and complex project management experience from concept through project completion. The consultant shall demonstrate experience in managing projects supported by multiple vendors. The consultant shall demonstrate modernization project management experience. The consultant shall demonstrate project management experience with Oracle and supporting Health and Human Services (HHS) framework. The consultant shall demonstrate System Integration project management experience. The consultant shall demonstrate project management experience with complex design, build, and implementation projects. The consultant shall demonstrate data conversion and data migration project management experience. The position will require strong client agency communication skills. The consultant shall demonstrate an understanding of Health and Human Services. The consultant shall demonstrate familiarity with and a functional understanding of enterprise architecture and infrastructure design. The consultant shall demonstrate experience managing budgets greater than $20M.
