The PM acts as a single point of contact for IT Development, IT Management and Business for the application development of Contracts Management System (CMS). CMS is the consolidation of many separate systems currently utilized to manage the MassDOT Highway Division Construction Sections statewide road and bridge program from contract advertisement to contract completion. The PM will lead technical teams of individuals following a standard Project Management Methodology established and monitored by the Information Technology Project Management Office. They will provide support for development, testing, implementation and user training of new and modified systems. This position reports to the PMO manager. Description of IT Project Manager: Detailed Statement of Duties: • Organize analysis of multiple data sources for a consolidated application and data repository • Facilitate meetings with business, IT staff and all levels of management • manage large IT project across departments (applications and operations) and business resources within MassDOT Highway Division • plan project deliverables and milestones • define project objectives and boundaries • manage change requests to prevent “scope creep” • set and manage customer and senior management expectations, meet regularly with business leaders of MassDOT Transportation agencies to identify scope and boundaries of projects. • mitigate risk and assess time sensitive constraints • escalate and communicate to all levels of the organization • estimate and track project costs and schedules • adjust project plan to anticipated project effort and ongoing budget modifications • lead team of technical persons in a matrixed environment • lead technical project team to successfully deliver CMS within budget and schedule constraints • coordinate business plans / tasks as necessary • monitor and follow up on action plans • motivate team • solve problems by ensuring inclusion of right skill set on team and offering improvements • coordinate implementation and post-production of technical project • offer suggestions for continuous improvement • write executive reporting statuses and PowerPoint presentations Mandatory Requirements/ Qualifications: Experience required includes but is not limited to: • PMP certification preferred or have worked in strong PMO • Experience with business process consolidation and the associated data • Experience with work flows, process re-engineering or similar functions • Project Management experience with development of applications in Windows and Internet environments. • Experience working in an environement where IT services multiple applications that span many divisions in an organization. • A strong understanding and experience with Software Development Life Cycle Methodology. • Knowledge and experience with standard PMO- Project Management Methodology required. • Experience using MS Project for scheduling and resource allocation to manage a complex multi-facted project • Experience managing large scale projects - each having 10 resources or more.
