Job Description Manager: Project Management, Project Manager, Project Planning, Project Execution Project Definition Pro

*Description:
*The Client is embarking on a significant modernization of its technology systems, and is seeking to replace a number of custom developed systems with Commercial off the Shelf (COTS) or Software as a Service (SaaS) offerings. These projects include the following:
*Required Skills:
*Vendor must be capable of supplying a single project manager, dedicated full time.

*Work Requirements:
*PROJECT MANAGEMENT:
*Serve as Project Manager for the procurement and implementation of the Integrated WorkSource Technology Project and Unified Tax and Benefits Projects, providing definition, initiation, planning, execution, and control for the projects, specifically performing all of the duties listed in this Sample Statement of Work.

*PROCUREMENT:
*Assist in the procurement phases of the project.
*Participate in evaluation teams for the Integration Contractor, and Independent Validation and Verification Contracts.

*STEERING COMMITTEE SUPPORT:
*Monitor, document and report to the project steering committees (“Steering Committee”) all elements of a typical IT project, including (but not limited to) time, budget, scope, quality, risk, and vendor issues.
*Facilitate regular communications with and presentations to the Steering Committee, concerning project status, including possible interaction with and presentation to the Washington State Information Services Board.
*Advise stakeholders of any issues that impact scope, schedule or budget.
*Provide regular project reports for critical issues.

*CONTRACT MANAGEMENT:
*Represent Clients interests by managing the contract with the integration contractor to design, build, and implement the systems.
*Represent Clients interests by cooperating the assigned Quality Assurance resources for the projects.
*Manage the Change Order process by assisting Client in developing and implementing a Change Order process for the implementation Contract(s), receiving proposed changes from the contractor(s), facilitating the review process with the management, and as necessary, the NGTS steering committee.
*Coordinate third party vendor testing. Coordinate work of contractors and sub-contractors to complete the project within the allocated budget and time allotted;
*Identify work that does not conform to quality and contract requirements.
*Recommend a course of action to stakeholders when critical path requirements are not fulfilled.
*Facilitate discussions between Contractors and project team members, to implement all aspects of the Project in a timely manner.

*PLAN MANAGEMENT:
*Plan and control a project schedule.
*Work with team members to develop work breakdown structure for the Project plan.
*Coordinate inputs into a single, unified project plan.
*Work with team members to develop explicit completion criteria for each task in the plan.
*Coordinate and ensure updates and input are provided by the project team members, for related acquisition documents in a timely manner.
*Monitor and evaluate the work progress relative to the schedule, identifying any critical path tasks which may be in jeopardy.

*BUDGET MANAGEMENT:
*Control and forecast costs.
*Ensure project resources are appropriately utilized.
*Assist to manage, maintain and update the project budget, including the projected budget vs. actual budget, and information relative to any variances.

*ADMINISTRATION:
*Lead without formal lines of authority.
*Lead a cross-functional project team comprised of technical and procurement staff from Client and other Contractors.
*Manage daily work activities.
*Create other documents, reports, and memoranda on an as-needed basis to track unusual or special issues that impact project success. Such issues include, but are not limited to time, scope, quality, risk, and vendor management.
