We are looking for a skilled project management professional to manage work related to the aligned standards as it progresses, manage and ensure Child Care Development Fund Block Grant (CCDFBG) requirements are being met and provide solutions and documentation to improve the workforce tracking needs, policies, and procedures. b. Scope of Work The primary role of the Project Manager will be to coordinate and manage workforce development of our Standards Alignment project. The Standards Alignment is a progression of standards and regulations between licensed child care, Early Achievers and ECEAP, so that the early learning system has a unified set of regulations that are easy to understand by providers in the field. An analysis of the existing rules and quality performance standards showed that there is already a lot of alignment between licensing, Early Achievers, and ECEAP. However, there are areas where the standards and requirements do not match up. The Standards Alignment effort is underway and has a direct impact to the workforce training content, delivery and Professional Development data systems such as the workforce registry, MERIT, and the identification of a learning management system for external online training. The Contractor will work closely with and advise DEL on a wide range of operational issues focused on workforce development systems and will serve a critical role in developing and tracking milestones, performance metrics and deliverables, including forecasting and monitoring of the integration of a new LMS and new requirements from the outcomes of Standards Alignment. Work efforts will include supporting the preparation, analysis and maintenance of financial statements, financial models, operational plans, and other tools to support DEL goals. Experience The following minimum qualifications are required: • Minimum 5 years of project management experience • Experience in Standards Alignment work with varying subject matter experts • Experience writing manuals that vary from complex, detailed, to basic & plain-talked The following qualifications are preferred: • 2 years experience in building and creating reports including writing and presentations • 2 years experience in a wide variety of manual writing Planning • Attend weekly, monthly and quarterly meetings to provide updates as requested by DEL. • Based on established project management plans, actively monitors activities to ensure they are occurring as planned and are effective; Performs project monitoring as required for the Federal Grant. i. Plan and lead the completion of project management deliverables during the development and implementation phases including a comprehensive project management plan, project charter, project schedule, test plans, training plans, readiness plans, communications plans, and other needs as determined by DEL. ii. Plan and schedule remaining project timelines and milestones. iii. Define scope, goals and deliverables that support business goals. iv.
