Description:

Project Background:

The Project entails the construction of a P-20 data warehouse that will include data from several source systems and several data marts designed to support research and reporting. The goal is to efficiently generate research datasets and summary information. The P-20 Data Warehouse project is considered a Level 3 project by the Office of the Chief Information Officer (OCIO).

The data warehouse will ultimately contain data from systems of several agencies, including:
* OSPI
* Department of Early Learning (DEL)
* State Board for Community and Technical Colleges (SBCTC)
* 4-Year Institutions
* Employment Security Division (ESD)
* Workforce Training and Education Coordinating Board (WTECB)

OBJECTIVE & SCOPE OF WORK:

The objective of this Work Request is to acquire an experienced, full-time, on-site P-20 Data Warehouse Administrative Project Manager. The anticipated duration of the P-20 Data Warehouse Project is April 2012 – December 2013.
The Contractor will collaborate with OFM, DES and other key stakeholders to achieve the outcomes identified for the project. Additionally, the contractor will work with and provide required information and documentation to P-20 Program Management, the QA vendor and OCIO oversight consultant.
Execution and documentation of all Specific Duties and Deliverables is expected to be commensurate with the Expert level of experience required for services under this Work Request.

Responsibilities:

* Use of professional judgment;
* Management of the Implementation and all vendors on the project;
* Demonstrate leadership in resolving issues;
* Provide timely, accurate and informed communications;
* Communicate on all aspects of the Project to multiple levels of stakeholders (ex: technical, managerial, and executive levels);
* Regularly complete and update project artifacts;
* Regular, punctual attendance at all meetings;
* Creation of high quality deliverables; and
* Successful delivery of the agreed-upon project scope.

Required Skills:

* ITPS Expert Level category Project Management experience
* Served as the project manager for at least 2 projects of similar scope and size
* Demonstrated experience managing system implementation vendors
* The Candidate proposed by the Bidder must be available to provide approximately 40 hours of services per week in Olympia , Washington

Desired Skills:

* More than eight (8) years of experience in systems project management
* Project Management Professional (PMP) Certification;
* Demonstrated ability to work in a political environment with multiple executive sponsors and stakeholders with diverse interests and desired outcomes;
* Knowledge of databases, data warehouses, data marts, extract transform and load (ETL), BI (business intelligence) tools (including spreadsheets, reporting, OLAP and dashboards), data models, metadata, data governance, and information quality;
* Direct experience with in-production business intelligence, decision support and/or data warehouse tools and the departments that support them; and
* Knowledge of education data and/or P-20 Longitudinal Data Systems.
