Description:

Project Steps:
1. BA selected through this work request process
2. Project Manager (PM) – an internal WSDA employee that develops a project plan for the entire FRED redesign project
3. PM begins project plan by identifying activities/tasks BA will perform
4. Once those activities/tasks are identified then BA can begin working
5. PM continues to update project plan
6. PM and BA working on parallel tracks (BA requirements gathering, PM developing project plan and ensuring BA is on time with activities/tasks)
7. BA completes identified activities/tasks (business process flows, requirements, etc.)
8. BA then takes the requirements identified and turns them over to the WSDA IT software development staff to build the “enhanced” FRED solution
2.5 Work Requirements (Business Analyst)
The Business Analyst will gather and define business/system requirements working with the divisions SMEs. The Business Analyst will examine the current FRED system to gather requirements the business unit wants to include in the new system, along with new requriments used to replace the FRED system.

Roles and Responsibilities of BA for this project:
1. Identify and understand customer business goals and objectives
2. Conduct workgroup sessions with business unit SMEs and managers to document current and future business and information process flows as the basis for new development, or major enhancements incorporating all inputs and outputs to the system
3. BA will collaborate and work with the following groups when gathering needed system requirements:
• Food Safety Program
• Produce Safety Program
• WSDA Software Developer
4. Use a LEAN process improvement methodology for the development of the “Future” business process flow diagram
5. Gather system requirements knowing the software will be developed using an Agile approach
6. Conduct workgroup sessions with business unit SMEs to gather and define business process and system process
7. Engage the SMEs in analyzing and evaluating issues, options, and service needs in order to develop a clear picture of needs and best options from the customers perspective
8. Identify requirements from current FRED system that the SMEs like and would want incorporated in the new system
9. Clearly see the “bottom line” of customers expectations and ensure that work products meet that bottom line

BA Deliverables for this project (will be delivered as Task Orders):
? Business process workflow diagram for the “Current” FRED process/system
? Business process workflow diagram for the “Future” FRED system replacement (which reflects a LEAN process improvement methodology)
? Business/system requirements for the new system
2.6 Period of Performance
The period of performance of any contract resulting from this Work Request is tentatively scheduled to begin on or about June 1, 2018 and run through June 30, 2020. Amendments extending the period of performance, if any, shall be at the sole discreation of WSDA.

2.7 Minimum Criteria (for the proposed BA and any future candidates)
Business Analyst - Minimum Criteria for a senior-level BA (qualifications):
• Obtain a Statewide Vendor Registration number and a license to do business in the State of Washington
• Experience with organizations the size of WSDA
• 5 (five) years of information technology experience such as consulting, analyzing, designing, managing projects, or providing customers with technical support and consultation
• 3 (three) years of direct experience in performing business analysis functions including: eli
