The Vendors representative(s) will work collaboratively with the L&I staff in activities including, but not limited to: • Conducting analysis or gathering information with L&I staff. • Seeking input or direction from the L&I staff or management. • Development of any criteria for decision making or choosing among options. • Peer review and feedback on work assignments. • Preparing materials, demo system, or data for presentations. • Maintenance of a work plan. • When requested, participation in meetings and teleconferences with the L&I staff. • Sharing knowledge with the L&I employees, including knowledge transfer to FTE technical staff and coaching or mentoring business area customers is required on all work completed 7 Preferred Skill Category Vendor(s) proposed candidate(s) will be evaluated on the following experience, skills, and abilities: • Consulting with business area customers and IT staff to determine options for solutions to technical problems through detailed analysis. • Communication of recommendations through formal written analysis or oral presentations. • Consulting on complex service delivery process improvements. • Developing work plans, and coordinating and tracking complex projects or assignments. • Needs assessments • Requirements analyses • Coordination of stakeholders • Project or work assignment reporting and documentation • Business analysis • Systems development/modification • Microsoft suite of desktop tools such as Outlook, Word, Excel and Project Analysis, design, development and verification in the IBM mainframe environment. Code and thoroughly unit test application programs using agency system and programming standards. This will include developing test data, and thoroughly testing the application programs. It is essential that the candidates in category 16 have current mainframe development experience with a high degree of expertise in modular programming construction using Natural and ADABAS, CICS, JCL, CA7, VSAM, Clist, COBOL, Dyl280, TSO, and IOF. • Experience developing mainframe applications that interface with web applications through messaging technologies. • Previous experience developing and/or maintaining or interfacing with the following types of applications: o Claims management business applications o Billing systems o Insurance premium/Actuarial calculation systems L&I prefers that the Vendor possess substantial corporate knowledge in all of these fields as evidenced by previous contracts or projects, published reports, and their skills and experience. The Vendors proposal must demonstrate strong executive sponsorship from their organization to ensure their leaders are committed to successful execution of this work. The selected Vendor(s) are required to furnish at least one contractor with the skill levels and not-to-exceed hourly rates to perform the work. A response in excess of the not-to-exceed hourly rates may result in rejection of the proposal as non-responsive and the proposal may not be scored.
