In SFY2018, OSPI Financial Management initiated a Roadmap project to be completed prior to this F196 redesign / replacement. That Roadmap project performed high level requirements gathering, business process reengineering and technical architecture planning to provide a comprehensive roadmap in the complete replacement of all SAFS sub-systems, including the F196 (Roadmap documents may be found in Attachment A1-A9). The F196 SAFS subsystem was subsequently redesigned and replaced, with that work completed on June 30, 2019. OSPI was funded by the 2019 legislature to perform the next subsystem replacement project within the Roadmap, which are the F195/F200 SAFS subsystem(s). The F195 and F200 SAFS subsystems are currently web based C#/.NET / MSSQL application utilized by Washington Public School Districts. This project to redesign / replace the F195/F200 within the current OSPI technology stack will be in part staffed by this contract. This procurement is specifically to provide the IT Project Manager responsible for performing all IT Project Management functions for this project, for the full duration of this project. The contract resulting from this procurement will be for the full duration of this 20 month project, currently scheduled to begin October 1, 2019 and continue through May 31, 2021. OSPI projects the IT Project Management resource will be engaged full time for months 1 through 4 of this project, then engaged at some level between half time and full time for months 5 through 20 of this project. a. Location This procurement will result in a single vendor engaged to provide one (1) specific resources to accomplish the specific function of IT Project Management. Any and all resources associated with this project are expected to be on-site at the OSPI Olympia office. b. Scope of Work The IT Project Manager will provide the full suite of project management services and artifiacts specific to the lifecycle of this project. OSPI anticipates this work to be full time effort for the first 4 months of this project, then transitioning to some level between half time and full time effort for the remaining months of this project.
