The SLDS Program awards grants to State educational agencies (SEAs) to design, develop, and implement statewide longitudinal data systems to efficiently and accurately manage, analyze, disaggregate, and use individual student data. The MSDE joined with the MLDSC, Maryland Higher Education Commission (MHEC), and the Maryland Department of Labor, Licensing, and Regulation (DLLR) to develop the 2015 SLDS Grant proposal. The USDEs long-term goal in operating the SLDS program is to help all States create comprehensive P20W (early learning through workforce) systems that foster the generation and use of accurate and timely data, support the analysis and informed decision-making at all levels of the education system, increase the efficiency with which data may be analyzed to support the continuous improvement of education services and outcomes, facilitate research to improve student academic achievement and close achievement gaps, support education accountability systems, and simplify the processes used by SEAs to make education data transparent through Federal and public reporting. In conjunction with the MLDSC and the University of Maryland (UMD) researchers, the MSDE is committed to fulfilling key SLDS Federal Grant objectives related to the improved accessibility of P20W data for research and evaluation and deliverables. To accomplish this objective, USDE approved grant funding for the completion of a SLDS Project to create a data warehouse containing raw data and to create and test a data warehouse with synthetic datasets. The purpose of this TORFP is to contract with a TPM to create and test a Synthetic Data Warehouse (SDWH) from existing P20W SLDS data for the MLDSC University Research team to utilize for their SLDS SDP Project Goals 2.2.1.1 Successful identification of datasets and data elements needed to populate the SDWH via timely and effective engagement of the MLDSC staff, UMD research team, SDP team, and executive stakeholders 2.2.1.2 Creation of a data warehouse that contains data as identified by end users 2.2.1.3 Creation of a data warehouse with synthetic copies of transition datasets 2.2.1.4 Coordinated development of Source-to-Target Mappings (STMs) from the existing MLDSC ODS to the SDWH 2.2.1.5 Creation of custom extraction, transformation, and loading processes to load data into the SDWH from the Operational Data Store (ODS) 2.2.1.6 Creation of new data models and star schemas in the SDWH from existing MLDSC education and workforce data 2.2.1.7 Creation and management of project schedules for the SDP project team, including tasks, resources, and deliverables 2.2.1.8 Creation of new SDP data dictionary and modification of previous data dictionaries as needed 2.2.1.9 On-time, under budget delivery of the SDWH by successfully managing all technical aspects of the SDP, including interagency collaboration with the MLDSC and UMD Research Team 2.2.1.10 Maintained data security and privacy in accordance with Family Educational Rights and Privacy Act (FERPA) http://www2.ed.gov/policy/gen/guid/fpco/ferpa/index.html and the State of Maryland Department of Information Technology (DoIT) security requirements http://doit.maryland.gov/support/pages/securitypolicies.aspxCu   Call 502-379-4456 Ext 100 for more details.
