The Respondent must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the Department of General Services. 2. The Respondent must submit all data/information and attachments requested in the offer format described in Section D. Subsection 2. Offer Requirements. Failure to submit Attachment I - Information and Offer Sheet and Attachment II - Proposed Project Personnel Skill Summary Sheet, by the offer due date, will be grounds for immediate rejection of the submission. Minimum Technical Qualifications As of the RFO due date, the proposed project personnel must have, as evidenced by Attachment II, Proposed Project Personnel Skill Summary Sheet and resume: 1. At least seven (7) years of working experiences in the Information Technology or Information System (IT/IS) fields with extensive experiences in managing large projects in the role of project manager or implementation manager, including but not limited to initiating, planning, executing, controlling, and/or closing processes on projects. 2. At least seven (7) years of experience incorporating an industrys open & non-proprietary SDLC methodology to lead and manage various technical aspects of solution/software implementation projects, while facilitating and collaborating closely with organizations IT divisions and business stakeholders to follow all applicable projects implementation standards, processes, procedures, and best practices, etc. 3. At least five (5) years of working experience with large organizations similar in size to CalSTRS using and/or implementing systems/applications to automate complex business processes. 4. At least three (3) years of experience, as a project manager working on behalf of a Federal or State agency to protect the agencys best interests while working and collaborating with a third-party vendor (e.g. system integrator or solution implementer) to ensure the vendor has done its due diligence in implementing and delivering high quality, technically sound, and sustainable solutions. 5. Project Management Professional (PMP) certificate or an equivalent project management certificate as evidenced by a copy of the certificate. 6. At least three (3) years of experience using Microsoft Project to create and manage detailed project schedules. 7. At least three (3) years of experience facilitating a formal issue and risk management process. 8. At least three (3) years coordinating multiple stakeholders and business units. Desirable Technical Qualifications It is desirable for the proposed project personnel to have the following listed experience, knowledge, skills and abilities as evidenced by Attachment II, Proposed Project Personnel Skill Summary Sheet and resume: 1. Five (5) years or more of IT consulting services at a California State agency; 2. Two (2) years or more of project management services for a pension/retirement organization similar to CalSTRS; 3. Five (5) or more years of project management experience managing IT systems integration projects involving resources from multiple business areas and a team size of at least 20 people. 4.
